Advance Action on Procurement and Recruitment of Consultants

Country/Borrower: Sri Lanka

Project: Proposed Second Supplementary Financial Assistance to Southern Transport Development Project(STDP) to Finance Completion of Final 30-km section From Pinnaduwa to Godagama
  1. The Government of Sri Lanka is seeking financial assistance from the Asian Development Bank in form of an ADB guarantee to commercial lenders covering the non-honoring of a sovereign obligation by GOSL to finance the completion of the final 30-km section of the Southern Transport Development Project (STDP).

  2. Proceeds of the financial assistance is intended to be used for procurement of the following:
    a. Works package - to complete the final 30km section of the STDP from Pinnaduwa (Galle) to Gogagama(Matara).

    b. Consulting service by firms of international consultants ("Construction Supervision Consultant [CSC]") to assist the implementing agency in supervising and administering the Works.
  3. The procurement of civil work and recruitment of Consultant will be carried out in accordance with ADB's Guidelines for Procurement (2007, as amended from time to time) and ADB's Guidelines on the Use of Consultants . For works, the bidding documents to be available in March/April, 2009 subject to nominal charge. For consulting services, Request for Expression of Interest (EOI) is likely to be advertised in April 2009.

  4. The Ministry of Highways and Road Development (MoHRD will be the Executing Agency (EA) and the Road Development Authority (RDA) will implement the project.
