Consultancy Services for the Implementation of National System Control Centre and SCADA System Project

Title of Proposed Project: Sustainable Power Sector Development
1. General
The Government of Democratic Socialist Republic of Sri Lanka (GOSL) intends to apply for a loan from the Asian Development Bank (ADB) for infrastructure development and intends to utilize part of the loan towards the cost of a new National System Control Centre & SCADA System (NSCC&SS) Project of the Ceylon Electricity Board (CEB- Executing Agency), the state owned Public Power Utility. A part of the proceedings of the loan will be utilized under eligible payments for the procurement of Consultancy Services for the Implementation of the project, from internationally reputed Consultancy Firm(s).
2. Consultancy Services
The objective of obtaining the consultancy services is for the professional (technical and administrative) assistance to the CEB in the implementation of the NSCC&SS Project, on a turn-key basis, which involves;
- Complete replacement of the present National System Control Centre in Colombo by a state-of-the-art SCADA system.
- Installation of nearly 40 RTUs and interconnection of more than 35 existing RTUs and Computerized Substation Control Systems, throughout the country.
- Installation of a country-wide Fibre Optic Cable Network (OPGW) on the Transmission Grid and associated Terminal Equipment as well as some Power Line Carrier Links together with the extension of the existing internal telephone network.
The scope of engineering services to be rendered shall basically cover both Preparatory and the Implementation Phases of the project, as well as the Defects Liability Period to a limited extent. This shall include evaluating and making necessary amendments to the conceptual design of the total SCADA and Telecommunication System, preparation of specifications and bidding documents, the assistance in floating the bid and contract negotiation etc., until the award of contract, assistance for project execution, implementation supervision and Final Acceptance Testing for the entire SCADA system and the Telecommunication Network. Further, this also includes the training of the staff of the Executing Agency.
However, the services of the Consultant are envisaged to be obtained on specific man-month basis for various stages of the project, which is expected to consume the following time durations;
- The project preparation phase, including preparation of the bidding documents, bidding and evaluation, contract negotiation etc., up to the contract award, is expected to be completed within 8 months.
- The construction phase is scheduled to be completed within 24 months.
- The Defects Liability Period extending 12 months beyond the date of taking over of the project, including an availability test period of 3 months.
The consultancy assignment will be time based, with a total estimated man-month requirement as stipulated below, unless otherwise stated, expanding over a period of 44 months, on specific time slots.

3. Submission of EOIs
The Ministry Procurement Committee of the Ministry of Power & Energy, on behalf of the Ceylon Electricity Board now invites eligible Consultancy Firms to indicate their interest in providing the services. Interested Consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
Supporting documents to prove the under-mentioned aspects of Consultant's expertise are expected to be provided along with the EOI;
- Qualifications and experience of the organization in the field of assignment such as SCADA systems, Telecommunication networks with special emphasis to OPGW based fiber optic communication technologies, Protection systems, Substation Automation Systems etc.
- Demonstrated technical and managerial capabilities of the organization in planning and managing large scale projects.
- Core businesses and number of years in the business.
- Qualifications and experience of the key staff in the regular and current pay roll, relevant to the field of assignment as detailed above.
- Description of similar or larger scale assignments of similar nature, performed in the last 10 years.
- Reputed Client references on successful execution of similar projects.
- Administrative and financial strength of the organization required to carryout projects of this scale (Organizational Structure, Audited Accounts of last three financial years etc.).
- In house abilities, methodologies and resources on successful knowledge transfer to Client's staff.
4. Selection Procedure
Based on the EOIs received, a 'Short list of Consultants' will be prepared according to a short-listing criteria acceptable to ADB. Only the short-listed consultant will be issued with the 'Request for Proposals (RFP)'. Evaluated by the responsive RFP documents, the final selection of the Consultant will be based on Quality of Proposal and Cost of Services; Quality and Cost Based Selection (QCBS) criteria.
Consultants will be selected in accordance with the procedures set out in the Guidelines on the Use of Consultants by Asian Development Bank and its Borrowers dated February 2007.
