Invitation for Bids

Loan Nos.:1530-FIJ: Third Fiji Road Upgrading Project
Contract:Upgrading of Kings Road, Waito to Wailotua Contract No WSC 29/07
Deadline for Bids:6 February 2008

1. The Republic of Fiji has received a loan from the Asian Development Bank (ADB) towards the cost of the Third Fiji Road Upgrading Project and it intends to apply a portion of the proceeds of this loan to eligible payments under the contract for which this Invitation for Bids is issued.

2. The Ministry of Transport, Works and Energy, on behalf of the Government of Fiji, now invites sealed bids from eligible bidders from member countries of ADB for one contract forming part of the construction of the Kings and Lodoni roads in Tailevu province on the island of Viti Levu, Fiji Islands.

3. The contract comprises the construction of earthworks, drainage, an unbound granular pavement and a two coat bituminous seal over 8.5 kms of the Kings Road. The works will also include the provision of road markings and road furniture.

4. Material for sub-base and for basecourse will be manufactured for the purposes of the contract by others.

Details and specifications are provided in the Bidding Documents.

5. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure with post qualification and is open to all Bidders from eligible source countries.

6. Bids are invited only from companies with the relevant construction experience and of sound financial standing. Specifically, bidders will be required to demonstrate in their bids that:

  • They possess the experience in the following activities: earthworks, drainage, pavement construction, bituminous sealing
  • The Minimum Average Annual Turnover over the last three years (from construction activity) must be at least US$ 20.0 million
  • They are able to finance cash flow requirements of US$ 2,000,000 per month
  • They shall have participated in at least two similar contracts as contractor, management contractor or sub contractor in the last 6 years in which their contribution has been in excess of US$ 15.0 million

7. Interested eligible bidders may obtain further information and inspect the Bidding Documents at the address given below.

8. To purchase the Bidding Documents in English, bidders should:

  • Write to the FRUP3 Project Management Engineer at the address below
  • Pay a non refundable fee of US$50 or 80 Fiji dollars

9. Deliver your bids:

  • To the Secretary to the Tender Board at the address below
  • On or before 1000 hours (Fiji time) on 6 February 2008
  • Together with the Bid Security in the amount stipulated in the Bidding Documents which is US$ 200,000 or an equivalent amount in a freely convertible foreign currency

10. Late bids will be rejected. The Employer will not be responsible for costs or expenses incurred in the preparation or delivery of bids.

11. A site visit and pre bid meeting will be held on Monday 10 December 2007 at 0900 hours at the Engineer's office at the Kings and Lodoni road construction compound.
