Loan Nos.:2055-FIJ: Suva Nausori Water Supply and Sewerage Project
Contract:WSC 42/04/2 Package 5E Tamavua Heights Sewer Extension

1. This invitation for bids follows the General Procurement Notice for this Project that appeared in the ADB's Business Opportunities in 2003.

2. The Government of Fiji has received a loan from the Asian Development Bank (ADB) towards the cost of the Suva/Nausori Water Supply and Sewerage Project. Part of the proceeds of this Loan will be used for payments under the contract named above.

3. The Loan is being implemented by the Ministry of Finance, National Planning, Sugar Industry and Public Utilities (MFNSIPU) through the Water and Sewerage Department ("Employer"). The MFNPSIPU invites bids from qualified and experienced Contractors to construct a new 3km trunk sewer and a pumping station.

4. National Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure with post qualification and is open to all Bidders from eligible source countries.

5. Interested bidders must demonstrate their ability to undertake the above-mentioned works and meet the criteria set out in the Bidding Document. The Site is located at Tamavua Village on Princes Road in Suva; off-road from Tamavua Village to Ragg Avenue; and off-road from Ragg Avenue to Cunningham Road. The Site includes some steep, heavily vegetated sections, and the Contractor shall provide access to the Site for the installation where required.

6. The Contract Works are a new 3km sewer and pumping station and include (but are not necessarily limited to):

  • Supply and installation of new local and trunk sewers and ancillaries, generally below ground and PVC but with above ground sections in spigot/socket ductile iron pipe at creek crossings.
  • Supply and installation of reinforced concrete columns and foundations for support of above ground pipe sections.
  • Design, supply and installation of drainage connections from upstream side of all existing septic tanks in Tamavua Village to the new local sewers in Tamavua Village
  • Supply and installation of the new Tamavua Village Pump Station including fences, earthworks, drainage, pavements, chambers, pumps, lifting frame, valves, pipework, control panel and cabling including connection to power supply, and connection to public water supply via a new backflow prevention device (RPZD).
  • Supply and installation of the new Tamavua Village Pump Station Access Road including earthworks, drainage, pavements, and retaining walls.
  • Supply and installation of new Tamavua Village sewer Rising Main and ancillaries including PVC rising main, and air valve installation.

  • Pay in cash a non-refundable fee of F$50.00

9. Deliver your bids:

  • In a sealed envelope marked "WSC 42/04/2 Package 5E Tamavua Heights Sewer Extension." The sealed envelope must be addressed to The Secretary of the Public Works Tenders Board and placed in the Tender Box located on:

    87 Ratu Mara Road
    Samabula, Suva, Fiji
  • On or before 12 Noon, Wednesday, 20 February 2008
  • The completed tender document shall be placed accompanied with a refundable bid security of F$5,000.00. The bid security shall be in bank cheque payable to Government of Fiji. Company or personal cheques shall not be accepted.

10. The Employer will not be responsible for any costs or expenses incurred by Applicants in connection with the preparation or delivery of their applications. Late submission will not be accepted.
