Invitation for Bids

The People's Republic of China has received a loan from the Asian Development Bank (ADB) toward the cost of Hefei-Xi'an Railway Project. Part of this loan will be used for payments under the contract named below.

CMC International Tendering Corporation (CITC), the Procurement Agent for and on behalf of the Ministry of Railways (the Purchaser) now invites sealed bids from eligible bidders for the supply, delivery and installation of the following goods:

International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all bidders from eligible source countries.

To obtain the bidding documents, in English, eligible bidders should:

  • submit written application to the address above between 9:00 am-11:00 am (working days only)
  • pay a non-refundable fee of RMB2,000 or US$240 by certified check or cash.

The Purchaser will send the Bidding Document for an additional charge of RMB100 for local delivery and US$50 for international courier. The Purchaser accepts no liability for loss or late delivery.

Bidders shall submit their bids:

  • on or before the deadline: 14:00 hours on 10 July 2006 to the address above. Late bids will be rejected.
  • together with a Bid Security of US$165,000 or an equivalent amount in a freely convertible currency

The Purchaser is not responsible for bidders' expenses associated with preparing and delivering bids.

Bids will be opened immediately thereafter in the presence of the bidders' representatives who choose to attend at the following address:
