Loan No. 1922: Hebei Zhanghewan Pumped Storage Project

The People's Republic of China has received a loan from the Asian Development Bank (ADB) toward the cost of Hebei Zhanghewan Pumped Storage Project. Part of this loan will be used for payments under the contract named above.

The CETIC International Tendering Co. Ltd. (CETIT), authorized by the Hebei Zhanghewan Pumped Storage Company Ltd. (ZPSC), now invites sealed bids from eligible bidders for supply of the following Goods and Services needed for Hebei Zhanghewan Pumped Storage Power Station Project:

IFB-V: 500KV SF6 Gas-Insulated Transmission Line (GIL) and its auxiliaries

IFB-VI: Gas-Insulated Metal-enclosed Switchgear (GIS) and its auxiliaries

International competitive bidding will be conducted in accordance with ADB's Single Stage: One-Envelope bidding procedure and is open to all bidders from eligible source countries.

To obtain further information and inspect the bidding documents, bidders should contact the following address from 9:00 to 11:00 am and 1:30 to 4:00 pm (Beijing Time) starting from 8 March 2005 (Working days only):

To obtain the bidding documents in English, eligible bidders should:

• write to the address above
• pay a non-refundable fee of RMB4,150 or US$500 by cash or cashier's check.

The Purchaser will send the Bidding Document by courier for an additional fee of RMB200 or US$25. The Purchaser accepts no liability for loss or late delivery.

Bidders should submit their bids:

• on or before the deadline: 10:00 am on 10 May 2005. Late bids will be rejected.
• together with a Bid Security of not less than 2% of the total bid price

Bids will be opened immediately:

• in the presence of the bidders' representatives who choose to attend

ZPSC and CETIT will not be responsible for bidders' expenses associated with preparing and delivering bids.

When comparing bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
