The Islamic Republic of Afghanistan has received a loan from the Asian Development Bank (ADB) towards the cost of the Emergency Infrastructure Rehabilitation and Reconstruction Project and it intends to apply part of proceeds of this loan to payments under the contract for which this Invitation for Bids is issued.

The Ministry of Mines and Industries (MMI) invites sealed bids from eligible bidders for the design, supply, installation and remediation of:

1. Contract No.1 - Simulation of potential well workover benefits and workover of selected gas wells (numbering 8 to 12) at Khwaja Gogerdaq; conceptual design and budget pricing for gas processing plant (H2S removal and dehydration), associated power generation and portable laboratories; procurement (including installation where applicable) of equipment, materials and vehicles; and training relating to all aspects of the required works,

2. Contract No. 2 - Land, gas leakage and cathodic protection surveys of existing pipeline network of 400 km approximate length located between Sheberghan and Mazar-i-Sharif; replacement of defective pipeline sections; new pressure regulator, gas odorisation, gas flow measurement and filtration installations; painting of above ground plant and piping; procurement of spare parts, safety equipment, vehicles and tools; and training relating to all aspects of the required works,

International competitive bidding will be conducted in accordance with ADB's Two-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible countries. Bidders may bid for one or both contracts.

For this procedure, bidders will submit simultaneously two sealed envelopes, one containing the technical proposal and the other the price proposal.

Interested eligible bidders may obtain further information and inspect the Bidding Document from 0900 hours and 1500 hours on Saturdays to Thursdays at the address given below. An electronic version of the bidding documents will be available by application to the e-mail address given below.

MMI and ARDS-PU will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

Bidders should deliver their bids:
  • to the address above
  • on or before1000 hours on 29 May 2006
  • together with a Bid Security of :
    USD275,000: Contract 1
    USD250,000: Contract 2
    USD525,000: Contracts 1 and 2
    or an equivalent amount in a freely convertible currency.

Late bids will be rejected.

Technical proposals will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

The price proposals will be opened in the presence of bidders' representatives who choose to attend at a time and date to be advised by MMI after approval of ADB of the evaluation of the technical proposals .
