Proposed Wuhan Wastewater and Stormwater Management Project

The Government of the People's Republic of China has applied a loan from ADB to help finance the cost of the Wuhan Wastewater and Stormwater Management Project.

The Project scope includes the following:
  1. Municipal Wastewater Management in Urban Wuhan
    1. expanding and upgrading of the Erlangmiao primary WWTP from 180,000 m3/day to 240,000 m3/day with secondary treatment;
    2. increasing the capacity of the Nantaizi Lake secondary WWTP from 100,000 m3/day to 200,000 m3/day;
    3. upgrading the 100,000 m3/day Huangpu Road pretreatment WWTP to secondary treatment; and
    4. constructing sewer pipelines and pumping stations

  2. Municipal Wastewater Management in Suburban Wuhan
    1. constructing a secondary 50,000 m3/day WWTP at Caidian and related wastewater collection system comprising 4.6 km pipelines and one pumping station; and
    2. a wastewater collection system in Dongxihu comprising 15.6 km of sewer pipelines, 9.8 km of box culverts and 5 pumping stations.

  3. Stormwater Management
    1. improving the existing Luojia road drainage works in Wuchang with channel renovation for Luojiangang and Shahugang, and increasing the related pump station capacity by 55 m3/second;
    2. increasing capacity of the Yangsigang pumping station in Hangyang by 20 m3/second and constructing 1.34 km of stormwater pipelines and 1.9 km of box culverts;
    3. connecting three key drainage control gates in Dongxihu including construction of 3.9 km of box culvert, 4.3 km of open channel and rehabilitation of 4.5 km of open channel; and
    4. increasing the pumping capacity of the existing Dongxihu Changqing pumping station by 135 m3/second

  4. Institutional Development
    1. support for further development of the regional water quality model which has commenced under the ongoing WWMP;
    2. undertake a pilot inflow/infiltration study and a sludge management study; and
    3. training in financial management and operation of wastewater and stormwater facilities

Procurement
ADB-financed goods, works and services will be procured in accordance with the ADB's Guidelines for Procurement. Major contracts will be tendered through international competitive bidding or international shopping, depending on the contract amount. Civil works contract to cost $10 million or less will be procured under local competitive bidding. Foreign contractors may participate in bidding for local competitive bidding contracts.

Through International Competitive Bidding
Equipment and materials - water treatment works, pump stations and accessories, pumps and installation materials

Through Local Competitive Bidding
Civil works - wastewater treatment plant, site preparation and foundation improvement, sewer and pump stations, sewerage box culvert, open channel and stormwater box culvert and pipe works

Consulting Services The ADB will finance 39 person-months of international and 150 person-months of domestic consultants for (i) development of a sludge management strategy for Wuhan; (ii) investigation and control of inflow and infiltration into the wastewater collection network; (iii) assistance with the private sector participation initiatives; (iv) financial management; (v) operations and maintenance improvements; and (vi) extended development of the water quality modeling. Consultants will be recruited in accordance with the ADB's Guidelines on the Use of Consultants.
