Loan 2219-PRC: Hunan Roads Development III Project

The People's Republic of China has applied for a loan from the Asian Development Bank (ADB) towards the cost of the Hunan Roads Development III Project. The loan was approved 15 December 2005.

The Project will (i) construct a 64 km expressway across hilly and mountainous terrain; (ii) upgrade 129 km of local roads, improving access to 52 poor villages; and (iii) provide consulting services and training to enhance the quality of construction, the maintenance management system, the intelligent transport system, the safety of roads, and the project monitoring and evaluation system.

Procurement
ADB-financed goods and services will be procured in accordance with ADB's Guidelines for Procurement. Civil works for the expressway and equipment will be procured through international competitive bidding. Procurement for the local roads financed by the $8 million loan will use local competitive bidding.

Through International Competitive Bidding:
  1. Earthwork
  2. Pavement
  3. Equipment - traffic control, ITS, tunnel venturation, etc.

Through Local Competitive Bidding:
  1. Traffic Engineering - signs and marks, guardrail and antidizzling board, ducting and cable
  2. Ancillary Facilities
  3. Local Roads

Consulting Services
The ADB loan will finance 47 person-months of international consulting services for (i) assisting with project management during the construction period; (ii) providing expertise in bridge construction, tunnel construction, road safety, traffic management, and asset management; and (iii) helping formulate a human resource development and training program. Hunan Provincial Communications Department will engage and finance 3,700 person-months of domestic consulting services. Consultants will be recruited in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for selecting and engaging domestic consultants.
