Proposed Road Connectivity Sector I Project

His Majesty's Government of Nepal has applied for a loan and grant from the Asian Development Bank (ADB) towards the cost of the Road Connectivity Sector I Project.

The Project is to support economic growth particularly that of rural communities and help reduce poverty of isolated people in mostly the hilly areas of Nepal. Expanded and rehabilitated feeder road system in remote areas is expected to enhance accesses to markets, employment opportunities, and service centers of health and education in major towns and district headquarters. It will contribute to sustained and broad based economic growth and inclusive social development. Capacity of DOR and local construction and consulting services industries will be enhanced.

The project scope comprises the following:
  • Construction and upgrading of 10 feeder roads for about 490 km;
  • Design activities to reduce the vulnerability of at risk groups to HIV/AIDS and trafficking, and increase access to HIV prevention services.
  • Consulting services to carry out detailed design and construction supervision of core roads; and feasibility studies, preliminary and detailed design and construction supervision on non-core roads.
Technical Assistance to engage international and domestic consultants to carry out capacity building in road feasibility studies, particularly in respect of economic analysis, environmental and social aspects.

Procurement
All procurement to be financed under the ADB loan will be carried out in accordance with ADB's Procurement Guidelines

Consulting Services
The project will require 59 person months of international consultants and 1,318 person months of domestic consultants who will carry out detailed design and construction supervision of core roads; and feasibility studies, preliminary and detailed design and construction supervision of non-core roads in line with Government and ADB policies.

The Ministry of Physical Planning and Works will be the Executing Agency and the Department of Roads will be the Implementing Agency responsible for overall implementation of the Project.
