Loan No. 1982: Renewable Energy Development Project

Contract: Genyem Hydropower Project (2 x 10 MW)

The Republic of Indonesia has received a loan from the Asian Development Bank (ADB) towards the cost of Renewable Energy Sector Development Project and it intends to apply part of the proceeds of this loan to payments under the contract for which this Invitation for Bids is issued.

PT. PLN (Persero), the Employer, now invites sealed bids from eligible bidders from member countries of ADB for the design, supply construction, installation, testing and commissioning of a complete hydropower plant, Genyem Hydropower Project (2 x 10 MW), located in the province of Papua.

To be qualified for award of the contract, bidders must have the following qualifications:
  • be of sound financial position and have minimum average annual construction turnover of US$25 million within the last three years
  • have experience under construction contracts in the role of contractor, subcontractor, or management contractor for at least the last five years prior to the date for submission of bids
  • have participated as contractor, management contractor or subcontractor in at least 2 contracts within the last 10 years, each with a value of at least US$20 million that have been successfully or are substantially completed and that are similar to the proposed works
  • have specific construction expertise in the following key areas
    • supply of hydro turbines and generators
    • design of hydro power plants
    • construction of main civil/hydraulic works for hydro power plants
    • construction of tunnels
  • have competent design, construction, tunnelling and blasting personnel with appropriate regional experience who can be assigned to the Project
  • have a logical and practical organization of the design/construction team
  • have access to adequate construction equipment to enable completion of the Works within the construction period

International Competitive Bidding will be conducted in accordance with ADB's Two-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible source countries. Interested eligible bidders may obtain further information and inspect the Bidding Document at the address given below.

To purchase the Bidding Document in English eligible bidders should:
  • write to the address above
  • pay a non-refundable fee of Rp. 3.0 million or US$300.0

The Bidding Document may be collected from the above address or may be sent by courier for an additional fee of Rp. 1.0 million or US$100.0.

Bidders should deliver their bids:
  • to the address above
  • on or before 4 April 2006
  • together with Bid Security of US$1.0 million or an equivalent amount in a freely convertible currency

The technical proposals will be opened immediately thereafter in the presence of the bidder's representatives who choose to attend at the address given above. The price proposals and supplementary price proposals, if provided, will be opened at the place, time and date indicated in the Employer's invitation for the second stage bid opening, after ADB's approval of the evaluation of the technical proposals.

The Employer will not be responsible for costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
