The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Ganzhou-Longyan Railway Project and it intends to apply part of the proceeds of the loan to eligible payments under the contract for which this Invitation for Bids is issued.
Instrimpex International Tendering Company, the Procurement Agent for and on behalf of the Ministry of Railways, the Employer, now invites sealed bids from eligible bidders for the supply and delivery of the following:

International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope procedure and is open to bidders from eligible source countries.

To purchase the Bidding Document in English, eligible bidders should:
- write to the above address between 9:00 am to 11:00 am and 1:00pm to 4:00 pm (Beijing time) on all working days
- pay of a non-refundable fee of RMB2,800.0 or US$350.0 by cash, or certified check.
The Bidding Document will be sent by sent by courier for an additional fee of RMB150 (domestic delivery) and US$50.0 (overseas delivery) No liability for loss or late delivery.
Bidders should submit their bids:
- to the above address
- at or before 2:00 pm (Beijing time) on
10 May 2006
- together with a Bid Security of not less than
two percent of the total bid price
Late bids shall be rejected. Bids will be opened immediately thereafter in the presence of the bidders representatives who choose to attend.
The Purchaser will not be responsible for costs or expenses incurred by bidders in connection with the preparation and delivery of bids.
In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
