The Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) towards the cost of the Southern Punjab Basic Urban Services. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.
The Local Government and Rural Development Department of Punjab, through Project Coordinator, SPBUSP invites sealed bids for Construction of Water Supply System for the poor in Tehsil Municipal Administration (TMA) Hasilpur Town of the Province of Punjab, Pakistan ("the Works"), from eligible bidders having vast experience, sound financial position, adequate resources of manpower and equipment who can undertake works costing over one million US dollars. The works include the following components/work items which pertains to substantial civil, public health and electrical & mechanical engineering:
- Construction/development/testing of 14 Nos. Tube-wells, 100 M3/H capacity each along Bahawal Canal.
- Collector Manifold-1829 Meter of AC Pipe Class C
- Supplying and laying /testing of Rising Main, AC or GR Pipe Class C inner diameter of 150mm to 700mm, approximately 16789 Meter.
- Construction of Groundwater Storage Tanks:
- 100,000 Gallons Capacity………… 03 Nos.
- 200,000 Gallons Capacity………… 05 Nos.

International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible source countries of the ADB.
Post qualification criteria will include several requirements on financial capacity, technical capability and works experience of which some are listed below:
- Minimum average annual turnover from construction business over the last five years of US$1.5 million.
- Carried out at least 2 similar projects with a value of at least US$1.0 million each.
The contract completion period will be eighteen (18) months.

To purchase the bidding documents in English, eligible bidders should:
- write to address above requesting the bidding documents for Contract No. ICB-WS-CIV-HLP-01(Construction of Water supply system for the poor in TMA Hasilpur Town.
- pay a non-refundable fee of Rs 18,000 or US$300 by Bank draft or Pay Order issued by a scheduled Bank in favour of Project Coordinator, SPBUSP.
Deliver your bid:
- to the address above
- on or before the deadline: 12:00 pm on 14 September 2006
- together with a Bid Security of 2% of the Bid Price in the form specified in Clause 17 of Instructions to Bidders.
Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.
The Project Director PMU, REIP will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
