Loan No. 1943: Dhaka Clean Fuel Project

The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Dhaka Clean Fuel Project and it intends to apply part of the proceeds of the loan to eligible payments under the contracts for which this Invitation for Bid is issued.

The Gas Transmission Company Limited (GTCL) now invites sealed bids from eligible bidders from member countries of the ADB for installation of Natural Gas City Gate Stations (CGSs) at Ashulia and Aminbazar, Dhaka on design-build and turnkey basis. The Works include:

Design, Engineering, Procurement of materials, fabrication/ construction, installation and testing & commissioning of two nos. high pressure CGSs, each having capacity of 200 MMSCFD including tie-in-works with the 20-inch nominal diameter mainline and all related civil works following the conceptual P&ID on design-build and turnkey basis.

International competitive bidding will be conducted in accordance with ADB's Single-Stage:Two-Envelope bidding procedure and is open to Bidders from eligible source countries.

To purchase the Bidding Document in English, eligible bidders should:
  • write to the address above
  • pay of a non-refundable fee of Tk. 13,500 or USD 200.0 in pay order/demand draft in favor of "Gas Transmission Company Limited" on or after 21 November 2005
The document will be sent by courier for an additional fee of Tk10,000.0. No liability will be accepted for loss or late delivery. Bidders should submit their bids:
  • to the address above
  • on or before 1100 hours (Bangladesh Standard Time) on 20 February 2006
  • together with a Bid Security of Tkk3.5 million or US$50,000.0

Bids will be opened immediately thereafter in the presence of the Bidders' representatives who choose to attend. Late Bids shall be rejected.

GTCL will not be responsible for costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

In the comparison of bids, ADB's domestic preference will be applied in accordance with the provisions stipulated in the Bidding Document.
