This Invitation for Prequalification follows the General Procurement Notice for this Project that appeared in the ADB Business Opportunities on April 2002.

The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of the Southern Sichuan Roads Development Project and it intends to apply part of the proceeds of this loan to eligible payments under the contract for which this Invitation for Prequalification is issued.

China International Tendering Company (CITC), authorized by Sichuan Panxi Expressway Co., Ltd., the Employer now invites firms to prequalify the following contract associated with the Project:

It is expected that the Invitation for Bids will be made in February 2006.

Interested eligible Applicants may obtain further information and inspect the Prequalifcation Document from CITC at the address given below from 9:30 to 11: 30 a.m. and 2:30 to 4:30 p.m., from October 21 2005 (Beijing Time) except weekends and holidays.

To purchase the Prequalification Document in English, eligible bidders should:
  • write to the address below
  • pay a nonrefundable fee of CNY1500 (Chinese version) or USD200 (English version)
  • pay an additional fee of CNY200 or USD30 for mail order and should be clearly marked "Southern Sichuan Roads Development - Sichuan Xichang-Panshihua Expressway Prequalification Documents" in cashier's check, credit card or telegraphic transfer to:

Submit the Application for Prequalification:

  • to the address below
  • on or before 5:00 p.m. (Beijing Time) on 20 December 2005
  • clearly marked "Application to Prequalify for the Southern Sichuan Roads Development Project and the contract numbers applied for.

Late applications will be rejected. CITC and SPECL will not be responsible for costs or expenses incurred in the preparation or delivery of the Applications.

The Employer will notify all applicants in writing of those who have been prequalified.
