The People's Republic of China has received a loan from the Asian Development Bank towards the cost of Western Yunnan Roads Development Project and it intends to apply part of the proceeds of the loan to eligible payments under the contracts for which this Invitation for Bids is issued.

Instrimpex International Tendering Company, the Procurement Agent, authorized by Yunnan Baolong Expressway Co., Ltd, the Purchaser, now invites sealed Bids from member countries of ADB for the supply of the following goods and related services for the Project:

International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope procedure and is open to bidders from eligible source countries.

Interested eligible bidders may obtain further information and inspect the Bidding Document at the office address given below from 22 December 2005 to 22 February 2006 on all working days.

To purchase the Bidding Document in English, eligible bidders should:
  • write to the address of the Procurement Agent below
  • pay of a non-refundable fee of RMB 2,000 or US$ 250 for each set in cash or cashier's cheque

The Bidding Document will be sent by mail for an additional fee of RMB200 (domestic) or USD50.0 (overseas).

Bidders should submit their bids:
  • to the address above
  • at or before 10:00 am (Beijing time) on 22 February 2006
  • together with a Bid Security of not less than two percent of the Total Bid Price

Late bids shall be rejected. Bids will be opened immediately at the address given below in the presence of the bidders representatives who choose to attend.

The Procurement Agent and the Purchaser will not be responsible for costs or expenses incurred by bidders in connection with the preparation and delivery of bids.

In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
