The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Dali-Lijiang Railway Project and it intends that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

CMC International Tendering Corporation (CITC), the Procurement Agent, authorized by West Yunnan Railway Company, the Purchaser, now invites sealed bids from eligible bidders for the supply and delivery of the following Goods:

International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope procedure and is open to bidders from eligible source countries.

Interested eligible bidders may obtain further information and inspect the Bidding Document at the office address given below.

To purchase the Bidding Document in English, eligible bidders should:

  • pay of a non-refundable fee of RMB 2,500 or US$300 in cash or cashier's cheque

The Bidding Document will be sent by courier for an additional fee of RMB100 (domestic) or USD50.0 (overseas). Bidders should submit their bids:

  • on or before 14:00 hours (Beijing time) on 28 February 2006
  • together with a Bid Security of :

Late bids shall be rejected. Bids will be opened immediately thereafter at:

The Purchaser will not be responsible for any costs or expenses incurred by bidders in connection with the preparation and delivery of bids.

In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
