The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Coal Mine Methane (CMM) Development Project and it intends that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

Jincheng Anthracite Mining Group Coompany, Limited, the Purchaser, through Minmetals International Tendering Company (MITC), the Purchaser's agent, now invites sealed bids from eligible bidders from member countries of ADB for the supply of the following Goods:

Bid No. 0716-0520JC230051- Jincheng Sihe Power Generation and Auxiliary Equipment and Services which includes:

  1. Gas Engine Generator Unit and Auxiliary Equipment
  2. Heat Recovery Steam Generator (HRSG) and its Accessory Equipment
  3. Steam Turbine and its Accessory Equipment
  4. Equipment of CMM Compressing Station
  5. Instrumentation and Control Devices
  6. Electric Equipment
  7. Erection, Commissioning, Performance Test and Acceptance

International competitive bidding will be conducted in accordance with ADB's Single-Stage: One Envelope procedure and is open to all bidders from eligible source countries.

Interested eligible bidders may obtain further information from the office address given below between 9:00 to 11:00 hours and 13:00 to 16.00 hours starting 7 November 2005 (except weekends and holidays)

The bidder shall have the capacity to design and manufacture the gas engine generator unit using CMM or similar fuel whose rated output is equal to or more than 1.7MW. The bidder shall have the experience of manufacturing and operation of more than 30 units within the last 10 years. They shall have successful construction experience and operation achievements of two power plants for two or more years. The bidder shall have average annual income of Sales during the last three years not less than US$100 million for the last three years.

For mail order, the document will be sent by courier at an additional cost of RMB300.0 (domestic) or USD60.0 (abroad) for each set. No liability will be accepted for loss or late delivery.

  • together with Bid Security of not less than two percent (2%) of the Total Bid Price in a local currency or an equivalent amount in a freely convertible currency.

Bids will be opened immediately in the presence of the bidders' representatives who choose to attend.

The Purchaser and the Purchaser's agent will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to bidders.
