Proposed Nanjing Qinhuai River Environmental Improvement Project

The Government of the People's Republic of China has applied for a loan from ADB to finance the cost of the Nanjing Qinhuai River Environmental Improvement Project. The loan is expected to be approved on 18 December 2006.

The Project will support the Government's 11th Five-Year Plan, one of the key goals of which is to improve living conditions and health in the cities of the PRC and promote their sustainable economic development.

The Project scope includes 10 major activities grouped into 6 components:
  1. Inner Qinhuai River Sewerage and Water Replenishment
    1. Upgrade the Da Zhong Qiao pumping station and construct sewer interceptors of 9.6 km length; and
    2. Conduct river dredging, embankment works and river water diversion and replenishment.
  2. He Xi District Sewerage, River Improvement and Water Replenishment
    1. Construct 28.7 km of sewer pipelines in the northern area of He Xi;
    2. Improve the Long Jiang River and Qing Jiang North Aqueduct through dredging and constructing 450 meters of box culvert;
    3. Improve the water balance in the Long Jiang area by constructing diversion pipelines and two new gates on Zhong Bao River and by upgrading gravity culverts for Xiao Dou Men and Li Wei pumping stations; and
    4. Replenish the Central and South Regions of He Xi District by constructing a new South River pumping station with ultimate capacity of 5 m3 per second.
  3. City East Wastewater Treatment Plant and Sewerage
    1. Construct 23.2 km of sewer pipelines in the south and north district of Qinhuai River;
    2. Add additional treatment capacity of 100,000 m3/day to the existing wastewater treatment plant (WWTP) including sludge dewatering facility tertiary filtration and UV disinfection and outlet pump station equipment augmentation;
    3. Improve the Upper Qinhuai River from Xi Bei Village to Yun Liang river with a total river length of 18 km
    4. Improve the South River with a total length of 9.8 km by embankment foundation and water proofing and river dredging; and
    5. Restore the ecology of 1.5 km of the embankment for the Yu Liang River and construct an ecological wetland park
  4. Stormwater Management
    1. Construct 29 storm drain outlets and 27 km of drainage pipelines in the districts of Baixia, Gulou, Qinhuai, Xia Guan and Xuanwu.
  5. Sludge Treatment and Disposal
    1. Construct the Jiang Xin Zhou WWTP Sludge Treatment Facility with a capacity of 80 tons/day; and
    2. Construct the Mount Feng Huang Sludge Disposal Facility with a capacity of 840 m3/day and leachate collection and treatment system.
  6. Institutional Development
    1. Provide training to strengthen organizational structure and staff resources to implement, operate and maintain the project components;
    2. Strengthen management practices in human resources, finance and corporate planning;
    3. Provide training programs for managers and staff responsible for service delivery to ensure efficient implementation and sustainability of project benefits; and
    4. Recommend sector institutional arrangements in the context of Nanjing Municipal Government's reform policies and international practices.
Procurement
Procurement of equipment, materials and goods, civil works and services financed under the loan will be in accordance with the ADB's Procurement Guidelines. Contracts for equipment, materials, goods and services with value greater than $1 million will be procured following the international competitive bidding procedure (ICB). Contract packages valued at $1 million or less will be procured following national competitive bidding (NCB) or shopping procedures. Civil works contracts to cost more than $10 million will be procured using ICB procedures while contracts to cost the equivalent of $10 million or less will be procured using NCB procedures. Foreign contractors may participate in bid for national competitive bidding contracts.

Consulting Services
Recruitment of a consulting firm to be financed under the loan will be in accordance with the ADB's Guidelines on the Use of Consultants using the quality and cost-based selection method and full technical proposals. The loan will finance the services of 31 person-months of international and 100 person-months of national consulting services for
  1. development of a sludge management strategy for Nanjing;
  2. investigation and control of inflow and infiltration into the wastewater collection network;
  3. construction and supervision, quality control, and related monitoring of progress during project implementation;
  4. monitoring of resettlement;
  5. improvement of stormwater and sewerage management;
  6. improvement of flood protection systems;
  7. assistance with private sector participation initiatives;
  8. financial management; and
  9. operations and maintenance improvements
