1. The People's Republic of China (PRC) has received a loan from the Asian Development Bank (ADB) towards the cost of Ningxia Roads Development Project.
2. Beijing Zhongjiao Construction Engineering Tendering Co., Ltd (ZTC), the authorized Procurement Agent of Ningxia Highway Construction Administration Bureau (the "Employer"), intends to prequalify firms for the following pavement works under this project:

3. It is expected that the Invitation for Bids will be made in January 2007.
4. Interested eligible Applicants may obtain further information and inspect the Prequalification Document at the addresses given below, on working days between 9:00 - 11:00 and 14:00 - 17:00 (Beijing time)
5. The Prequalification Document, in the English language, may be purchased by interested Applicants on the submission of a written application at the addresses given below between 9:00-11:00 and 14:00 - 17:00 (Beijing Time) from 4 December 2006 to the address below and upon payment of a nonrefundable fee of RMBY 1,500 or US$180. The method of payment will be cash or check. The documents will be sent by ordinary mail. For an additional fee of RMBY 200 or US$25 the document will be sent by airmail. No liability will be accepted for loss or late delivery.
6. Applications must be delivered to the Employer's address below on or before 18 January 2007. The Employer reserves the right to accept or reject late applications.
7. The Employer will not be responsible for any costs or expenses incurred by Applicants in connection with the preparation or delivery of their Applications.
8. The Employer will notify all Applicants in writing of the names of those Applicants who have been prequalified.
