1. This Invitation for Bids follows the General Procurement Notice for this project that
appeared in the "ADB Business Opportunities" in August 2003.

2. The People's Republic of China has received a loan from the Asian Development Bank towards the cost of Xi'an Urban Transport Project, and it intends to apply part of the proceeds of this loan to payments under the contract named above.
3. Instrimpex International Tendering Company (CNIITC), the Procurement Agent authorized by Xi'an Municipal Third Ring Road Construction & Development Co., Ltd., the Purchaser, now invites sealed bids from eligible bidders for the following:

Bidders may bid for one package or any combination of packages.
4. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope procedure and is open to all bidders from eligible source countries.
5. Interested eligible bidders may obtain further information from the Procurement Agent, and inspect the Bidding Document at the address given below from 29 November 2006 to 15 January 2007 at 9:00-11:00 and 13:30-16:00 hours on all working days.
6. The Bidding Document, in the English language, may be purchased by interested bidders on the submission of a written application to the Procurement Agent's address below and upon payment of a nonrefundable fee of RMB 1,000. The method of payment will be by cash or cashier's cheque to the Procurement Agent's bank account. The document will be sent by ordinary mail. For an additional fee of RMB100 or US$30, the document will be sent by courier services. No liability will be accepted for loss or late delivery.
7. Bids must be delivered to the Meeting Room at the Purchaser's address given below at or before 10:00 a.m. (Beijing Time) on 15 January 2007. All bids must be accompanied by a Bid Security of not less than two percent (2%) of the Total Bid Price. Late bids shall be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend at the Purchaser's address given below at 10:00 a.m. (Beijing Time) on 15 January 2007.
8. The Procurement Agent and the Purchaser will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
9. In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to Bidders.
