1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the "ADB Business Opportunities" on 10 November 2005.
2. The People's Republic of China has received a loan from the Asian Development Bank (ADB) toward the cost of Zhengzhou-Xi'an Railway Project, and it intends to apply part of the proceeds of this loan to payments under the contract named above.
3. China National Instruments Import and Export (Group) Corporation, the Procurement Agent, for the Purchaser, the Ministry of Railways, now invites sealed Bids from eligible Bidders for the supply and delivery of the following goods:

4. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope procedure and is open to all Bidders from eligible source countries.
5. Interested eligible Bidders may obtain further information and inspect the Bidding Document at the address given below commencing 24 October 2006 from 9:00 am to 4:30 pm during working days.

6. The Bidding Document, in the English language, may be purchased by interested Bidders on the submission of a written application to the address above, and upon payment of a nonrefundable fee in RMB1,600 or in USD200 exclusive of VAT. The method of payment will be in cash or certified check
The Bidding Document will be sent by airmail. The document may also be sent by courier for an additional fee of RMB100 for domestic delivery or USD50 for overseas delivery. No liability will be accepted for loss or late delivery.
7. Bids must be delivered to the address below at or before 10:00 a.m. (Beijing time) on or before 5 December 2006. All Bids must be accompanied by a Bid Security of not less than 2% of the Total Bid Price. The Bid Security shall be denominated in the currency of the Bid or in an equivalent amount in a freely convertible currency.
8. Late bids shall be rejected. Bids will be opened immediately in the presence of the Bidders' representatives who choose to attend at the address below.

9. The Procurement Agent and the Purchaser will not be responsible for costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
10. In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instruction to Bidders.
