1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the Business Opportunities on 6 January 2006.
2. The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Henan Wastewater Management and Water Supply Sector Project and it intends to apply part of the proceeds of this loan to payments under the contract for Boai Sub-project.
3. Boai Qinghua Wastewater Treatment Co. Ltd., the Purchaser, now invites sealed bids from eligible bidders for the supply of complete set of equipment and services for the Boai Sewage Treatment Plant with a capacity of 30,000 m3/d.
4. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

6. To purchase the Bidding Documents in English, eligible bidders should:
- write to the address above
- on or before 21 December 2006
- pay a nonrefundable fee of RMB2,000 or USD250. The method of payment will be in cash or in cashier's check. The document will be sent by express mail service. No liability will be accepted for loss or late delivery.
Deliver your bid:
- to the address above
- at or before 9:00 am (Beijing time) on 21 December 2006.
- together with a Bid Security of not less than 2% of the Total Bid Price. Late bids shall be rejected.
7. Bids will be opened immediately thereafter in the presence of the Bidders' representatives who choose to attend at the Purchaser's address above.
8. The Purchaser and the Procurement Agent will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
9. In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to Bidders.
