Loan No. 2237-PRC: Shandong Hai River Basin Pollution Control Project

The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of the Shandong Hai River Basin Pollution Control Project. The loan was approved 21 June 2006.

The Project involves
  1. improving municipal wastewater collection, treatment, and reuse;
  2. providing municipal solid waste collection and disposal;
  3. adopting clean industrial processes and improving waste management; and
  4. supporting the institutional development of utilities.

Procurement
ADB-financed goods and services will be procured in accordance with ADB's Guidelines for Procurement, and in accordance with the PRC's Tendering and Bidding Law and procurement regulations.

Through International Competitive Bidding
  • Wastewater treatment and effluent reuse and pumping station equipment, including auto control instrumentation, laboratory equipment, and pipelines of treatment process (supply and installation) - Binzhou Municipal Wastewater Management (MWM),
  • Wastewater treatment and effluent reuse treatment equipment, including auto control instrumentation, laboratory equipment, and pipelines of treatment process (supply and installation)- Gaotang MWM
  • Wastewater treatment plant (WWTP) effluent reuse equipment, including auto control instrumentation, laboratory equipment, and pipelines of treatment process (supply and installation)- Linqing MWM
  • WWTP and pumping station equipment, including auto control instrumentation, laboratory equipment, and pipelines of treatment process (supply and installation) - Shanghe MWM
  • Landfill and wastewater treatment equipment, including weighing station (supply and installation) - Linging Solid Waste Management (SWM)
  • Landfill and wastewater treatment equipment, including weighing scale (supply and installation) - Linyi SWM
  • Landfill transfer station, and wastewater treatment equipment, including weighing scale (supply and installation) - Zouping SWM
  • Equipment (supply and installation) - Changyuan Paper Mill
  • Supply and installation: evaporation process equipment, combustion process equipment, alkali and lime recovery process equipment, control and instrumentation, accessories, including air compressor, fuel supply high-voltage switch, transformer and power networks - Quanlin Paper Mill

Through National Competitive Bidding

Civil Works - Binzhou MWM, Gaotang MWM, Linqing MWM, Shanghe MWM, Linyi SWM, Zouping SWM, Changyuan Paper Mill, Quanlin Paper Mill

Consulting Services

Shandong Provincial Government will select and engage an international consulting firm in association with domestic consultants, in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for the engagement of domestic consultants. The Project will provide 51 person-months of international and 168 person-months of domestic consulting services, covering
  1. project management, predesign pilot studies, and implementation support;
  2. review of detailed design, and assistance with tender documentation and bid evaluation;
  3. construction management and efficient operating procedures;
  4. organization and operations structuring;
  5. development of financial management and accounting, management information system, and human resource systems;
  6. corporate strategic planning, including private sector participation; and
  7. social impact and environmental monitoring.
