Loan No. 2247-PRC: Heilongjiang Road Network Development ProjectThe People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Heilongjiang Road Network Development Project. The loan was approved 26 July 2006. The Project is designed to promote sustainable economic growth by improving the Jixi-Nehe highway, a key trunk highway in the northeast. The Project will develop an integrated road network by upgrading 428 km of the Jixi-Nehe provincial highway and its associated 170 km of rural link roads. All ADB-financed procurement will follow ADB's Procurement Guidelines . Through International Competitive Bidding - Civil works for the main highway component divided into 26 packages. Through National Competitive Bidding - civil works for the rural link roads divided into 14 packages, building, safety facilities, administration facilities and greening. Consulting Services The ADB loan will finance 7 person-months of international consulting services for resettlement, socioeconomic and poverty impact monitoring and evaluation, and asset management and maintenance. The international consultants will be financed by the ADB loan and recruited based on simplified technical proposals and the quality- and cost-based selection method in accordance with Guidelines on the Use of Consultants .
