Loan 2260: Inner Mongolia Autonomous Region Environment Improvement Project
The People's Republic of China has applied for a loan from the Asian Development Bank (ADB) towards the cost of the Inner Mongolia Autonomous Region Environment Improvement Project. The loan was approved 29 September 2006.
The Project covers the municipalities of Wuhan and Bayannur in Inner Mongolia Autonomous Region and consists of the following:
- improvement of central heating supply in Dengkou, Hangjinhouqi, Linhe, Wuhai, Wulatehouqi, Wulateqianqi, Wulatezhongqi, and Wuyuan;
- gas transmission/distribution improvement in these eight areas;
- wastewater treatment in Wulatehouqi and Wulateqianqi; and
- institutional reforms and corporate governance improvement for all project implementing agencies
Procurement
Equipment, materials, and services financed from the proceeds of the ADB loan will be procured in accordance with ADB's Guidelines for Procurement.
Through International Competitive Bidding:
- Boiler and fans
- Accessory of boilers - Wuzhong, Wuhou, Wuqian, and Hanghou
- Instrumentation and control system - Wuzhong, Wuhou, Wuqian, and Hanghou
- Electrical equipment - Wuzhong, Wuhou, Wuqian, and Hanghou
- Pipes, fittings, compensators
- Insulation
- Water pumps, valves, and heat exchange system
- Central heating system for Wuhai
- Equipment for all eight gas distribution
- Pipes and fittings for all eight gas distribution
- Bayannur City compressors and other equipment for primary filling station
- Changqing-Wuhai-Linhe transmission pipeline
- Wulatehou wastewater plant - equipment and pipelines
- Wulateqian wastewater plant - equipment and instruments; pipes and fittings
Through National Competitive Bidding:
- Accessory of boilers - Wuyuan and Dengkou
- Instrumentation and control system - Wuyuan, Dengkou and Linhe
- Electrical equipment - Wuyuan, Dengkou and Linhe
- Installation and civil works for Wuhai Distribution
- Installation and civil works for distribution and primary filling station
- Installation works Changqing-Wuhai-Linhe transmission pipeline
- Wulatehou wastewater plant - civil works
- Wulateqian wastewater plant - civil works
Consulting Services
Twelve person-months of international consulting services and 85 person-months of national consulting services will be provided to assist Government of Inner Mongolia Autonomous Region (GIMAR) with project implementation, including project management, procurement, construction supervision and monitoring and evaluation of project impacts. An additional 8 person-months of international consulting services and 38 person-months of national consulting services will be provided for implementing institutional reforms and facilitating implementation of heating tariff reforms. All consultants will be selected and engaged in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for selecting and engaging domestic consultants.
