Proposed Loan: Hefei Urban Environment Improvement Project
The Government of the People's Republic of China has applied for a loan from ADB to finance the cost of the Hefei Urban Environment Improvement Project. The loan is expected to be approved in March 2007.
The Project supports the Government's 11th Five Year Program (2006-2010) to improve the living conditions and the health in the cities of the PRC and promote their sustainable economic development. It is classified as a targeted intervention because it will contribute to achieving Millennium Development Goal 7, Target 10, which calls for halving the proportion of people without access to safe drinking water and improved sanitation. The Project is consistent with ADB's Water Policy and Urban Sector Strategy.
The Project will assist Hefei, the capital city of Anhui Province, in
- enhancing the quality of its water resources;
- trengthening the wastewater treatment facilities and sewer networks;
- reducing the incidence and damage of flooding in three rivers and the Chao Lake; and
- improving the urban air quality and reducing road accidents and vehicular emission through a more efficient city road network and integrated transport management operations in a model development zone
The Project will also provide institutional capacity-building measures in urban environmental management and policy reforms to ensure sustainability of the Project and related facilities.
The Project includes three components:
- wastewater and waste management,
- river rehabilitation and flood control improvement, and
- improved road infrastructure and traffic management in the Xinzhan zone
The Project also includes institutional capacity building for project management and operation.
a. Wastewater and waste management component of Hefei City
- Construction of a 50,000 cubic meters (m3)/day Shiwuli River WWTP and about 73.7 km of sewerage network
- Construction of Wangtang Phase II WWTP with a treatment capacity of 100,000 m3/day, a recycled water pump station with a capacity of 35,000m3/day and about 33.4 km of sewerage network
- Construction of sewers for four WWTPs throughout Hefei City which will include installation of 206 km sewer network of varying diameters, construction of one pumping station in the river basin and one sewage pumping station
- Improvement of the closed Qingxi Road Landfill Site including installation of a capping system and surface water drainage system to prevent rainwater infiltration, a leachate collection and piping system to Wangtang WWTP, a gas collection and gas flare off system, a vertical subsurface membrane wall to prevent groundwater intrusion and leakage of leachate into the Nanfei River, and extensive landscaping and plantings of an urban park
b. River Rehabilitation and Flood Control Improvement in Hefei
- Rehabilitation and flood control improvement for the Ershibu, Banqiao and Sili rivers
- Improvement to Chao Lake flood control works to enhance the ecological environment, strengthen water and soil conservation and increase flood-control capacity. Work includes reinforcement of up to 35.7 km of collapsed banks, construction of 20.7 km of erosion control structures, construction of a 56.3 km wave-break forest belt, construction of wave-breaks (walls) and road construction around the lake banks.
c. Improved Road Infrastructure and Traffic Management in Xinzhan Zone
Nine roads will be built, three are main trunk roads and six are secondary trunk roads. Work will include construction of 26.4 km of roads, complete ancillary works including necessary storm water network associated with the construction, and the completion and testing of a pilot traffic management, surveillance and control system to ensure sustainable, integrated and safe operation after Project completion.
d. Institutional Capacity Building for Project Management
(This will include project management consulting services and training during loan implementation and will assist the implementing agencies (IAs) to
- become operationally efficient and financially sustainable entities,
- comply with all relevant national policies for cost recovery, tariff, and enterprise reforms of the wastewater sector;
- develop soundly based operation and maintenance (O&M) plans for future service provision and commercial growth;
- develop a public awareness training program on environmental protection and social impact monitoring; and
- improve the efficiency of traffic management in the Xinzhan zone.
Procurement
Procurement of equipment, materials and goods, civil works and services financed under the loan will be in accordance with the ADB's Procurement Guidelines . Contracts for equipment, materials, goods and services with value greater than $1 million will be procured following the international competitive bidding procedure (ICB). Contract packages valued at $1 million or less will be procured following national competitive bidding (NCB) or shopping procedures. Civil works contracts to cost more than $10 million will be procured using ICB procedures while contracts to cost the equivalent of $10 million or less will be procured using NCB procedures. Foreign contractors may participate in bid for national competitive bidding contracts.
Consulting Services
Recruitment of a consulting firm to be financed under the loan will be in accordance with the ADB's Guidelines on the Use of Consultants using the quality and cost-based selection method and full technical proposals. The loan will finance the services of 31 person-months of international and 108 person-months of national consulting services for
- project management and construction supervision;
- set up of management information system and project performance management system (PPMS);
- environmental management
- social development;
- financial management;
- O&M of the project assets; and
- institutional strengthening through human resources development and training
