Invitation for Bids

1.    The Republic of Armenia has received a loan from the Asian Development Bank (ADB) towards the cost of Water Supply and Sanitation Sector Project. Part of the proceeds of this loan will be used for payments under the contract named above. Bidding is open to eligible bidders from eligible source countries of ADB. This contract will be jointly financed by the Government of Armenia. The eligibility rules and procedures of ADB will govern the bidding process.

2.    The Armenian Water and Sewerage Closed Joint Stock Company (AWSC) (the Employer) now invites sealed bids from eligible bidders for the Improvement of Water Supply Systems of of Ujan, Aragatsotn, Nor Yedesia, Kosh, Dprevanq, Shamiram and Nor Amanos Villages including construction of 1 and renovation of 2 pumping stations, renovation of 1 Daily Regulatory Reservoirs (DRR) 500 m3, construction of about 25 km total length PE and steel pipeline with nominal diameters from DN50 to DN300 and installation of about 900 water meter chambers.

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.

4.    Only eligible Bidders with the following key qualifications should participate in this bidding:

• Key Experience Requirements: Minimum average annual construction turnover of USD 3.3 million within each of the last 3 years.
• Key Financial Requirements: Participation as contractor, management contractor, or subcontractor, in at least 2 similar contracts within the last 5 years with a value of at least USD 1.3 million equivalent each that have been successfully or are substantially completed.
• Access to or availability of financial resources such as liquid assets, unencumbered real assets, lines of credit and other financial means, other than any contractual advance payments for the amount of USD 420,000 equivalent.

6.    To purchase the Bidding Document in English bidders should:

1. visit the office of Armenian Water and Sewerage CJSC (AWSC) at the address above and pay a non-refundable fee of AMD 37,000 or USD 100. The method of payment will be direct deposit to Armenian Water and Sewerage CJSC accounts below;

   or

2. Request for delivery by sending a written application to AWSC at the address above. The application must include proof of director deposit to Armenian Water and Sewerage CJSC accounts below for the amount of AMD 47,000 (local delivery) or USD 200 (overseas delivery). The document will be sent by courier. No liability will be accepted for loss or late delivery.

7.    Bids must be delivered:

• To the address above;
• On or before 15:00 on 6 November 2009. Late bids will not be accepted.
• Together with a Bid Security in amount of USD 33,000.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

8.    The purchaser will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

9.    ADB's Domestic Preference Scheme will not be applied.
