Invitation for Bids

Contract No. and Title:L2363-ICB-1-03, Improvement of Echmiatsin Town Water Supply System
Date:15:00 hours, 30 October 2008

1.    The Republic of Armenia has received a loan from the Asian Development Bank (ADB) towards the cost of Water Supply and Sanitation Sector Project. Part of this loan will be used for payments under the contract named above. Bidding is open to eligible bidders from eligible source countries of ADB. This contract will be jointly financed by the Government of Armenia. The eligibility rules and procedures of the ADB will govern the bidding process.

2.    The Armenian Water and Sewerage Closed Joint Stock Company (AWSC) ("the Employer") invites sealed bids from qualified eligible bidders for Improvement of Echmiatsin Town Water Supply System including:

  • Reconstruction of 3.2 km DN 50 - DN 160 diameter pipelines;
  • Construction of 5.8 km DN90 - DN160 diameter new water lines and 1.9 km DN50 - DN63 "blind" water pipelines;
  • Reconstruction of 10.1 km DN20 - DN32 inlet lines for 980 private houses and
  • Construction of 1.42 km DN63 inlet lines for 22 multi-apartment and 6 public buildings.

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

4.    Only eligible Bidders with the following key qualifications should participate in this bidding:

  • Key Financial Requirements: Minimum average annual construction turnover of USD 1.5 million within each of the last 3 (three) years.
  • Financial Resources: Availability of financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments in amount equivalent to USD 300,000.00.
  • Key Financial Requirements: Participation as contractor, management contractor, or subcontractor, in at least 1 (one) contract within each of the last 5 (five) years, each with a value of at least USD 1.0 million that have been successfully or are substantially completed and that are similar to the proposed works.

6.   The Bidding Document in English language may be purchased by interested Bidders on submission of a written application to the address below and upon payment of a nonrefundable fee of AMD 30,000.00 or USD 100.00 for each set. The method of payment will be direct deposit to Armenian Water and Sewerage CJSC accounts:

The Bidding Document may also be sent by courier for an additional fee of AMD 20,000.00 for local delivery or USD 200.00 for overseas delivery. No liability will be accepted for loss or late delivery.

7.    Deliver your bid:

  • to the address above;
  • on or before the deadline 15:00 hours, 30 October 2008. Late Bids shall be rejected.
  • together with a Bid Security in amount of USD 20,000.00.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

8.    ADB's Domestic Preference Scheme will not be applied.
