Invitation for Bids

1.    The Republic of Armenia has received a loan from the Asian Development Bank (ADB) towards the cost of Water Supply and Sanitation Sector Project. Part of this loan will be used for payments under the contract named above. Bidding is open to eligible bidders from eligible source countries of ADB. This contract will be jointly financed by the Government of Armenia. The eligibility rules and procedures of ADB will govern the bidding process.

2.    The Armenian Water and Sewerage Closed Joint Stock Company (AWSC) (the Employer) invites sealed bids from qualified eligible bidders for the Improvement of Surenavan, Armash and Eraskh Villages Water Supply Systems, including 5 DDRs (daily regulation reservoir) and about 8.8 km total length pipeline with nominal diameters DN63, DN90 and DN110.

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure .

4.    Only eligible Bidders with the following key qualifications should participate in this bidding:

• Key Experience Requirements: Minimum average annual construction turnover of USD 2.00 million within each of the last 3 years.
• Key Financial Requirements: Participation as contractor, management contractor, or subcontractor, in at least 1 contract within the last 5 years with a value of at least USD 1.0 million that have been successfully or are substantially completed.
• Access to, or availability of financial resources such as liquid assets, unencumbered real assets, lines of credit and other financial means, other than any contractual advance payments for the amount of USD 300,000.00 equivalent.

6.    The Bidding Document in English, bidders should:

• submit a written application to the address below
• pay a non-refundable fee of AMD 30,000 or USD 100 for each set. The method of payment will be direct deposit to Armenian Water and Sewerage CJSC accounts:

• The Bidding Document may also be sent via courier for an additional fee of AMD 20,000 for local delivery or USD 200 for overseas delivery. No liability will be accepted for loss or late delivery.

7.    Deliver your bid:

• to the address above
• on or before the deadline 15:00 hour, 18 November 2008
• together with a Bid Security in amount of USD 25,000

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

8.    ADB's Domestic Preference Scheme will not be applied.
