Date:18 July 2009 (Extended Deadline)

1.    The Republic of Armenia has received a loan from the Asian Development Bank (ADB) towards the cost of Water Supply and Sanitation Sector Project. Part of this loan will be used for payments under the contract named above. Bidding is open to eligible bidders from eligible countries of ADB. This contract will be jointly financed by the Government of Armenia. The eligibility rules and procedures of the ADB will govern the bidding process.

2.    The Armenian Water and Sewerage Closed Joint Stock Company (AWSC) ("the Employer") invites sealed bids from qualified eligible bidders for Improvement of Water Supply and Sanitation Systems of Abovyan Town and Villages Qarashamb and Qaghsi, including construction of 2 Daily Regulatory Reservoirs (DRR) each 300 m3, about 50 km total length PE pipeline with nominal diameters from DN20 to DN250 and installation of about 1000 water meter chambers.

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.

Only eligible Bidders with the following key qualifications should participate in this bidding:

  • Key Financial Requirements: Minimum average annual construction turnover of USD 3.00 million within each of the last 3 (three) years.
  • Key Experience Requirements: Participation as contractor, management contractor, or subcontractor, in at least 2 (two) similar contracts within the last 5 (five) years with a value of at least USD 2.3 million that have been successfully or are substantially completed.
  • Access to, or availability of financial resources such as liquid assets, unencumbered real assets, lines of credit and other financial means, other than any contractual advance payments for the amount of USD 500,000.00 equivalent.

5.    The Bidding Document in English language may be purchased by interested Bidders on submission of a written application to the address below and upon payment of a nonrefundable fee of AMD 37,000.00 or USD 100.00 for each set. The Bidding Document may also be sent courier for an additional fee of AMD 20,000.00 for local delivery or USD 200.00 for overseas delivery. No liability will be accepted for loss or late delivery.

6.    Deliver your bid:

  • On or before the deadline 15:00 hour, 18 July 2009.
  • Together with a Bid Security in amount of USD 58,000.00.
Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

7.    ADB's Domestic Preference Scheme will not be applied.
