Azerbaijan - Proposed Multitranche Financing Facility for the Urban Water Supply and Sanitation Investment Program

The Government of the Republic of Azerbaijan is expected to receive a $600 million Multitranche Financing Facility for the Urban Water Supply and Sanitation Investment Program in 2009. It intends to use the loans proceeds to payments for goods, works, related services and consulting services to be procured under this Program. Bidding for contracts will be governed by the Procurement Guidelines of the Asian Development Bank.

The objective of the Program is improved public health and environment initially for the people living in 6 secondary towns and peri-urban settlement of Baku by improving the water supply and sanitation systems.

The Project consists of three main components: (1) Water Supply and Sanitation Infrastructure Improvement, (2) Management Improvement and Capacity Development, and (3) Program Management Facility.

Part of the loan proceeds are intended to be used for the following.

1. Civil works: reconstruction and rehabilitation of the water supply and sewerage networks., including laying of new water mains and distribution networks, installation of bulk and domestic water meters, repairing/remodeling water intakes, pumps, flow meters, valves and treatment units, installation of sewers, and construction of wastewater treatment plants;
   
   
2. Materials and Equipment: Supply of bulk and domestic water meters, and machinery including excavators, trucks, electro-fusion and other equipment.

Procurement of contracts financed by the loan will be conducted through the procedures specified in ADB's Procurement Guidelines (2007, as amended from time to time), and is open to all bidders from eligible source countries as defined in the guidelines. Specific Procurement Notices for tenders under international competitive bidding procedures will be announced in ADB website (www.adb.org), in newspapers of the Borrower's country and in internationally known and freely accessible website.
