1.      This Invitation for Prequalification follows the General Procurement Notice for this project that appeared in ADB's Business Opportunities on 18 January 2007. The eligibility rules and procedures of ADB will govern the prequalification and the bidding process.

2.      The Republic of Azerbaijan has applied for a loan from the Asian Development Bank (ADB) towards the cost of Project 1 of the Multitrache Financing Facility (MFF): construction of the Masalli-Astara motorway (part of the southern road transport corridor).

3.      The AzerRoadService OJC under the Ministry of Transport (hereinafter referred to as the "Employer") intends to prequalify firms for the following the contracts under this project: construction of the motorway between Masalli and Astara with three separate contracts: (i) construction civil works of section A; (ii) construction civil works of section B; and (iii) construction civil works of section C.

4.      It is expected that the Invitation for Bids will be made in December 2007.

5.      Interested eligible Applicants may obtain further information from the AzerRoadService OJC of the Ministry of Transport and inspect the Prequalification Document at the address given below, from 9:00 am to 5:00 pm.

6.      The Prequalification Document, in the English language, may be purchased by interested Applicants on the submission of a written application to the address below and upon payment of a nonrefundable fee. The method of payment shall be cash for 150 Azerbaijan manat, or at the applicants' option in the amount of USD 175 by telegraphic transfer to the Employer's account below. Applicants electing to make payment by telegraphic transfer shall indicate whether they or their representative shall collect the document or require that the document be sent by international courier. Applicants [or their representative] paying in cash shall be provided a copy of the document upon receipt of payment.

7.      Applications must be delivered to the address below at or before 12:00 (local time) on November 16, 2007. The Employer reserves the right to accept or reject late applications.

8.      The Employer will not be responsible for any costs or expenses incurred by Applicants in connection with the preparation or delivery of their Applications.

9.      The Employer will notify all Applicants in writing of the names of those Applicants who have been prequalified.
