Invitation for Bids

Contract No. and Title:L2119-ICB-1.04, Construction of Water Intake Facilities in Goychay rayon center
Deadline for Bids:16:00 (Baku time) on 25 September 2008

1.    The Government of Republic of Azerbaijan has received a loan from the Asian Development Bank (ADB) towards the cost of Urban Water Supply and Sanitation Project. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

2.    The "AZERSU" JSC (the Employer) invites sealed bids from eligible bidders for the construction and completion of Water Intake Facilities in Goychay rayon center, consisting of the following:

  • Drilling of four (4) units of artesian wells including installation of casing pipes with filter, water lifting pipes and submersible pumps. Construction of cubicles on wellhead. Construction of collecting water pipeline from wells to water reservoirs. Construction of pressure pipeline from pump station to water reservoirs fields;
  • Construction of reinforced concrete intake chamber, construction and rehabilitation of different size of reinforced concrete water reservoirs;
  • Construction of laboratory supply and installation of technological equipment;
  • Supply and installation of remaining part of equipment for pump station.

The implementation period of the contract is 240 days.

3.    Only eligible bidders with the following key qualifications should participate in this bidding:

  • Experience in construction and successful completion of minimum 2 similar works with a value of at least US$ 2.0 million each within last 3 years;
  • The average annual turnover of bidder in last 3 years must be minimum US$ 6,000,000 for each year;
  • The Bidders must demonstrate that they have the personnel for the key positions meeting requirements: 10 years of total experience in similar works;

4.    The International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.

6.    To purchase the bidding documents in English, eligible bidders should:

  • Write to address above requesting the Bidding Documents for: L2119-ICB-1.03 Construction of Water Intake Facilities in Agdash rayon center;
  • Pay a non-refundable fee of 100 Manat, or US$125, by direct deposit to the following account:

7.    Deliver your bid:

    67, Moscow Avenue, AZ 1012 Baku, Republic of Azerbaijan;
  • on or before 16:00 (Baku time) on 25 September 2008;
  • together with a Bid Security of $40,000 or an equivalent amount in a freely convertible currency.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

8.    When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Documents.
