Invitation for Bids

Loan No.:2119-AZE (SF) Urban Water Supply and Sanitation Project
Contract No. and Title:L2119-ICB-2.01: Construction of Pipelines from Water Collecting Area to Distribution Network in Nakhchivan Town
Deadline for Bids:16:00 hour (local time) on 8 December 2009

1.    This invitation for bids follows the General Procurement Notice for this project that appeared in ADB's Business Opportunities on 25 February 2008.

2.    The Government of Republic of Azerbaijan has received a loan from the Asian Development Bank (ADB) towards the cost of Urban Water Supply and Sanitation Project. Part of the proceeds of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

3.    The State Amelioration and Water Management Agency (SAWMA) of the Nakhchivan AR (the executing agency) invites sealed bids from eligible bidders for the construction and completion of Construction of Pipelines from Water Collecting Area to Distribution Network in Nakhchivan Town, consisting of construction of pipelines (D=720mm) from water collecting area to distribution network - 7.55km.

The estimated implementation period is 12 months.

4.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.

5.    Only eligible bidders with the following key qualifications should participate in this bidding:

  • Experience in construction and successful completion of minimum 1 contract with similar works with a value of at least equivalent to US$2.5 million within last 5 years;
  • The average annual construction turnover of bidder in last 3 years must be minimum equivalent to US$4.5 million calculated as total certified payments received for contracts in progress or completed;
  • The Bidders must demonstrate that they have the personnel for key positions meeting requirements: at least 5 years of total experience in similar works;
  • The Bidders must demonstrate that they have enough technical capability to implement similar works;
  • The Bidders shall provide documents to prove that their financial consistency is not less than proposed bid price.

7.    To purchase the Bidding Document in English bidders should:

  1. Visit the office of SAWMA at the address above and pay a non-refundable fee of Manat 200 or US$ 250. The method of payment will be direct deposit to State Amelioration and Water Management Agency accounts below;
    or
  2. Request for delivery by sending a written application to SAWMA address above. The application must include proof of direct deposit to State Amelioration and Water Management Agency accounts below for the amount of Manat 300 (local delivery) or US$ 375 (overseas delivery). The document will be sent by courier. No liability will be accepted for loss or late delivery.

8.    Deliver your bids:

  • to the address above;
  • on or before 16:00 hour on 8 December 2009. Late bids will not be accepted.
  • together with a Bid Security of US$ 60,000, or an equivalent amount in a freely convertible currency. The exchange rate to be applied must be the date 28 days prior to the deadline for bid submission.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

9.    The purchaser will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

10.    ADB's Domestic Preference Scheme will not be applied.
