Invitation for Bids

1.    The Government of Republic of Azerbaijan has received a loan from the Asian Development Bank (ADB) towards the cost of Urban Water Supply and Sanitation Project. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.

2.    The State Amelioration and Water Management Agency of Nakhchivan AR (SAWMA) (the executing agency), invites sealed bids from eligible bidders for the construction of Water Intake Facilities in Nakhchivan, consisting of the following:

• New infiltration gallery (300-800mm diameter) - 2.1km
• New chlorination unit with equipment
• New reinforced concrete chambers - 36cum
• Area facilities with installation of new transformers
• New reinforced concrete water storage tank - 1x10,000cum
• Rehabilitation of reinforced concrete water storage tanks - 2x3,000cum

The implementation period of the contract is 270 days.

3.    Only eligible bidders with the following key qualifications should participate in this bidding:

• Experience in construction and successful completion of minimum 2 similar works with a value of at least equivalent to US$2 million each within last 3 years;
• The average annual turnover of bidder in last 3 years must be minimum equivalent to US$5 million for each year;
• The Bidders must demonstrate that they have the personnel for the key positions meeting requirements: at least 10 years of total experience in similar works;

4.    The International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.

6.    To purchase the bidding documents in English, eligible bidders should:

• Write to address above requesting the Bidding Documents for: L2120-ICB-1.03 Construction of Water Intake Facilities in Nakhchivan;
• Pay a non-refundable fee of 100 Manat, or US$125, by direct deposit to the following account No.:

• The Bidding Document will be sent via courier for an additional fee of 100 Manat for local delivery, or US$125 for overseas delivery. No liability will be accepted for loss or late delivery.

7.    Deliver your bid:

• To the address above:
• On or before 16:00 (Baku time) on 4 December 2008
• Together with a Bid Security of $150,000.00, or an equivalent amount in a freely convertible currency.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

8.    Domestic Preference Scheme shall not be applied.
