1. The Government of Azerbaijan has received a loan from the Asian Development Bank (ADB) towards the cost of the Power Transmission Enhancement Project in the Azerbaijan Republic and it is intended that part of the proceeds of the loan will be utilized to eligible payment under the contract for which this Bidding Document has been issued. Bidding is open to bidders from eligible member countries of ADB.
2. Azerenergy (the executing agency) now invites sealed bids from eligible bidders for the turnkey project "220 kV Mingechevir - Absheron Power Transmission Line Project" including design, engineering, purchase, supply, erection and commissioning. The work mainly comprises of the following components:
- Agdash Substation (220/110 kV).
- 220 kV Transmission Line (257km)
- Expansion of Absheron Substation (500/330/220 kV).
- Dismantling Work and Local Transportation
The components a. and c. are described in detail in Part A of the Bidding Document, while components b. and d. in Part B of the Bidding document.
Part A:
- Construction of a new 220 kV substation AGDASH and integration in existing transmission network
- Extension of the 220 kV switchgear at substation ABSHERON for the connection of the new overhead transmission line and extension by a new 330/220kV transformer feeder
- Execution of associated measures for the integration and the connection of the new transmission components to the SCADA system
Part B:
- Construction of a new approximately 230 km long 220 kV overhead transmission line between substations MINGECHEVIR, AGDASH and ABSHERON
- Integration of the 220 kV line from Gabala to the north of Agdash substation
- Rearrangement of 220 kV dead end towers in front of substation Absheron.
3. International competitive bidding will be conducted in accordance with ADB's Single-Stage One-Envelope Bidding Procedure. The Bidder, either as a single entity or joint venture, shall meet all the qualification criteria set forth in the Bidding Documents. A pass-fail method shall be applied in the evaluation of bidder's qualifications.

5. A pre-bid meeting and site visit will be held at Azerenergy Office and substation ABSHERON on 8 June 2009 at 10:00 am.
6. To purchase the Bidding Documents in English, eligible bidders should:
- visit the office of the EA at the address indicated above and pay a non-refundable fee of US$ 500 by bank transfer to the bank account of Azerenergy,
OR
- request for delivery by sending a written application to the EA at the address indicated above. The application must include proof of bank transfer to the account of Azerenergy, for the amount of US$530 (local delivery) or US$650 (for overseas delivery).
7. Bids must be delivered in English (original), and also in three copies translation into Azeri:
- To the address indicated above
- On or before the deadline 13 July 2009 at 15:00 pm (local time)
- Together with a Bid Security of US$ 3,000,000 or an equivalent amount in a freely convertible currency. (The exchange rate will be applied on the date of submission of the bidding documents, published by the Central Bank of Azerbaijan).
Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.
8. Azerenergy will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.
