1. The People's Republic of Bangladesh has applied for a loan from the Asian Development Bank (ADB) toward the cost of Sustainable Power Sector Development Project, and it intends to apply part of the proceeds of this loan to payments under the contract named above.
2. The Power Grid Company of Bangladesh now invites sealed bids from eligible bidders for the design, supply, erection, testing and commissioning on turnkey basis of the following:
Lot 1: Design, supply, delivery, installation, testing and commissioning on turnkey basis of 132 kV transmission lines from Thakurgaon to Panchagar (approx. 45 km) and from Nawgaon to Joypurhat (approx. 45 km)
Lot 2: Design, supply, delivery, installation, testing and commissioning on turnkey basis of 132 kV Magura-Jhenaidah-Chuadanga single circuit transmission line (approx. 75 km.)
Details of the scope of work are specified in the Bidding Document. Bidders are free to bid for one or any combination of lots.
3. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope bidding procedure and is open to all bidders from eligible source countries.
4. Bidders shall meet for each lot the following minimum requirements along with other requirements mentioned in the bidding documents:
- bidders (partner in charge in case of joint venture) must have successfully completed at least three similar size plant-design, supply and install contracts of single/double circuit overhead transmission line on tower of 110 kV or higher voltage within the last ten years as on the date of opening of technical proposals of which at least one installation shall be in successful operation for a minimum of three years.
- bidders (partner in charge in case of joint venture) must have project management experience to demonstrate their management capability in at least one plant-design, supply and install project with a contract not less than US$5.0 million outside their own country or in the case of a Bangladeshi bidder, in Bangladesh or outside the country within the last ten years as on the opening of technical proposals.
- each partner of the joint venture other than the partner in charge must have successfully completed at least one contract which include foundation, erection and stringing of a minimum 30 km single/double circuit overhead transmission line on tower of 110 kV or higher voltage as contractor or subcontractor within the last ten years as on the date of opening of technical proposals.
- bidders shall provide audited financial statements or other forms of financial statements such as balance sheets/financial statement certified by a registered accountant and supported by copies of tax returns for the last year as documentary evidence for the liquid assets and annual turnover which should not be less than the following:

For joint venture, the partner in charge shall meet not less than 50% and each partner
shall meet not less than 25% of the minimum criteria given in items i and ii.
The works under this turnkey contract shall be completed within 22 months each for Lots 1 and 2 from the effective date.

6. A complete set of bidding documents, in the English language, may be purchased by interested bidders on the submission of a written application to the Company Secretary at the above address and upon payment of a non-refundable fee of Tk.21,000 or US$300. The method of payment will be by demand draft or pay order issued in favor of PGCB.
7. Bids must be delivered to the address above at or before 11:00 am (Bangladesh Standard Time) on 14 August 2007. All bids must be accompanied by a Bid Security in the amount US$175,000 for Lot 1 and US$150,000 for Lot 2 or equivalent amounts in a freely convertible currency.
8. The technical bids will be opened immediately thereafter in the presence of the bidder's representatives who choose to attend. The price bid will be opened in the presence of the bidder's representatives who choose to attend at the time, date, and address to be advised by PGCB after approval of the evaluation of the technical bids by ADB.
9. PGCB will not be responsible for costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
10. In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
