Invitation for Bids
1. This Invitation for Bids (IFB) follows the General Procurement Notice for this Project that appeared in the ADB Business Opportunities on September 2002. 2. The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Jamuna Meghna River Erosion Mitigation Project (JMREMP), and it intends to apply part of the proceeds of this loan to payments under the contract for procurement of geo-textile bags, under the contract for package Number G-6/2007. 3. Bangladesh Water Development Board (BWDB) now invites sealed bids from eligible supplier/ contractor/ manufacturer for procurement of geo-textile bags in two Lots. International Competitive Bidding (ICB) Method will be followed for this procurement strictly in conformity with the "Technical Specifications" and "Delivery Schedule" provided in the Bidding Documents. As per schedule below the geo-textile bags are to be delivered at the MDIP Project site in P.S. Matlab North, District - Chandpur, Bangladesh:
Delivery Schedule: Case A - completely finished/fabricated geo-textile bags from outside the country: Shipment of geo-textile bags should commence within 5 weeks from the date of confirmation of the Letter of Credit by the beneficiary's bank. Delivery of 20% of finished goods (geo-textile bags) of each Lot to the designated site shall have to be completed within 5 weeks from the date of confirmation of the Letter of Credit, 50% within 8 weeks and 100% within 16 weeks from the date of confirmation of the Letter of Credit by the Beneficiary's Bank. Case B - geo-bags are fabricated in the country with imported geo-textile fabric: Shipment of geo-textile fabric should commence within 5 weeks from the date of confirmation of the Letter of Credit by the Beneficiary's Bank. Delivery of 20% of finished goods (geo-textile bags) of each Lot to the designated site shall have to be completed within 5 weeks from the date of confirmation of the Letter of Credit, 50% with in 8 weeks and 100% within 12 weeks from the date of confirmation of the Letter of Credit by the Beneficiary's Bank. Case C - geo-bags are fabricated in the country with locally manufactured geo-textile fabric: Deliveries will commence within 4 weeks from the date of confirmation of the Letter of Credit by the Beneficiary's Bank. Delivery of 20% of finished goods (geo-textile bags) of each Lot to the designated site shall have to be completed within 4 weeks from the date of confirmation of the L/C, 60% with in 8 weeks and 100% within 12 weeks from the date of confirmation of the L/C by the Beneficiary's Bank. 5. For the purposes of this Contract, any percentage of goods shall mean and indicate corresponding percentage of each type of Geo-Textile bags included in the respective Lots. Bidders may quote for one or both lots. Evaluation and comparison will be done in accordance with the evaluation criteria as provided in "Section III- Evaluation and Qualification Criteria" of the bidding document. 6. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries. 7. Interested eligible supplier/ contractor/ manufacturer can bid for any one or both lots, as further defined in the Bidding Document. However, evaluation and responsiveness of the bids will be determined separately for each Lot. The bidders may obtain further information from the Project Director, JMREMP and inspect the Bidding Documents at the address given below: Project Director 8. Bidding Documents in English language, may be purchased by interested eligible supplier/ contractor/ manufacturer by submitting of a written application to the address below and upon payment of a non-refundable fee of Tk. 10,000 (Taka ten thousand) or United States Dollar 200. The method of payment will be through a (a) Pay Order issued by a scheduled Bangladeshi Bank located in Dhaka or (b) Demand Draft/Cashier's Check, drawn in favor of the Deputy Director, Dhaka Regional Accounting Center (RAC), BWDB, Dhaka, Bangladesh from a Bank located in Bangladesh or in Bidder's country acceptable to the Purchaser. The documents may be collected by the authorized representative of the Bidder. In case of overseas delivery, the bidding documents will be sent by courier services upon payment of the fee in the manner stated above, however, no liability will be accepted for loss and late delivery. 9. A pre-bid meeting will be held in the address above on 14 January, 2008 at 10:30 A.M. Bidders or their representatives are invited and encouraged to attend the meeting. 10. Bids must be submitted to the address above. The name and title of the procurement package shall clearly be marked on the outer surface of the envelope containing the full bid proposal i.e., "Bid Offer for Supply of Geo-textile Bag". All bids must be accompanied by bid security. The amount of bid security for each lot is Bangladesh Taka 1,800,000 or US Dollar 25,000 in the form specified in the bidding documents. 11. Bidders must deliver their bids to the above address on or before 2:00 P.M on 14 February 2008. Bids will be opened at 2:30 P.M on 14 February 2008in presence of the Bidders or their representatives who choose to attend. Late bids shall be rejected. 12. The Project authority will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or submission of Bids. 13. In the comparison of bids, ADB's domestic preference scheme will be applied in accordance with the provisions stipulated in Bidding Document. Specific Notice |
