Invitation for Bids

1. The The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) toward the cost of Dhaka Clean Fuel, and it intends to apply part of the proceeds of this loan to payments under the contract named above.

2. The Rupantarita Prakritik Gas Company Limited (RPGCL)/ Dhaka Clean Fuel Project (RPGCL - Part) now invites sealed bids from eligible bidders for the following packages:

3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

4. Only eligible bidders with the following key qualifications should participate in this bidding:

• Experience under contracts in the role of contractor, subcontractor, or management contractor for at least the last five (05) years prior to the applications submission deadline.
• Experience in participation as contractor, management contractor, or subcontractor, in at least two (02) contracts within the last five (05) years, each with a value of at least quoted bid price that have been successfully or are substantially completed and that are similar to the proposed plant and services. The similarity shall be based on the physical size, complexity, methods, technology or other characteristics as described in Section 6 (Employer's Requirements) of the Bid Document.

5. The bidding document in English, may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee as stated above from 8 November 2007 to 8 January 2008 (during office hours). The method of payment will be in pay order/demand draft in favor of "Dhaka Clean Fuel Project (RPGCL-Part)". The document may be sent by courier for an additional fee of Tk5000.0 or US $75.00 in favor of "Dhaka Clean Fuel Project (RPGCL-Part)". No liability will be accepted for loss or late delivery.

6. A pre-bid meeting will be held at 11:30 am on 2 December 2007, at the RPGCL Board Room, RPGCL Bhaban, Dhaka.

7. Bids must be delivered to the address above on or before 9 January 2008, 11:00a.m. (BST). All bids must be accompanied by a bid security as stated above. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend at the address above at 11:30 a.m. (BST).

8. RPGCL will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.

9. To compare the bids, ADB's domestic preference scheme will be applied in accordance with the provisions stipulated in the instructions to bidders.
