Invitation for Bids

1.    The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of the Gas Transmission and Development Project and it is intended that a part of the funds will be applied to eligible payments under the contract for which this Bidding Document is issued.

2.    The Gas Transmission Company Limited (GTCL) (Employer) now invites sealed bids from eligible bidders from member countries of ADB for the Installation of High Pressure Natural Gas Pipeline by Horizontal Directional Drilling (HDD) method on design, procurement, supply, installation, testing and commissioning on turnkey basis across six rivers as mentioned below:

Details and specifications are provided in the Bidding Document.

3.    Bidders should have the following minimum experience of one river crossing by HDD method in a single contract within the last 10 years may participate in the bidding:

1. 1500 meter X 30" OD Pipe for Group-A
2. 300 meter X 30" OD Pipe for Group-B

4.    A Bidder may participate in one or both groups as described above. Bidder participating in both groups must submit along with the Bids separate set of documents evidencing their capabilities separately for each group as per the requirement of the Bidding Document in terms of equipment, manpower and average annual turnover.

5.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all Bidders from eligible member countries of ADB.

6.    Interested bidders may obtain further information and inspect the Bidding Document during office hours on all working days from 10 August 2009 at the following address:

7.    To purchase the Bidding Document, bidders should:

• send a written application to the Company's Accounts Department at the address above. No Bid Document will be sold on the opening day.
• payment of non-refundable fee as specified in the table above in the form of Pay Order/Demand Draft in favour of Gas Transmission Company Limited.

8.    Bid must be delivered:

• to the above address;
• on or before 11:00 am on 12 October 2009. Late Bid shall be rejected.

Bids will be opened on 12 October 2009 at 11:15 hrs for Group-A and 11:45 hrs for Group-B. If the Bids cannot be received and opened due to any unavoidable circumstances or holiday on scheduled date and time, Bid shall be received and opened at the same venue and time on the subsequent working day.

9.    Bid must be accompanied by a Bid Security as mentioned in the table above and must be submitted along with Technical proposal.

10.    Bids will be evaluated separately for each group and Notification of Award (NoA) would be accordingly made for two separate groups.

11.    The Employer will not be responsible for any cost or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
