Invitation for Bids

1.    The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of the Gas Transmission and Development Project and it is intended that a part of the funds will be applied to eligible payments under the contract for which this Bidding Document is issued.

2.    The Gas Transmission Company Limited (GTCL) (the Employer) now invites sealed bids from eligible bidders from member countries of ADB for the Installation of High Pressure Natural Gas Pipeline by Horizontal Directional Drilling (HDD) method on design, procurement, supply, installation, testing and commissioning on turnkey basis across the following two rivers:

3.    Bidders having minimum experience of one 500 meter X 30" OD pipe river crossing by HDD method in a single contract within the last ten (10) years may participate in the bidding.

4.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all bidders from eligible member countries of ADB.

5.    Interested bidders may obtain further information and inspect the Bidding Document during office hours on all working days at the following address:

6.    To purchase the Bidding Document in English, eligible bidders should:

• send a written application to the Company's Accounts Department at the address above. No Bidding Document will be sold on the opening day.
• payment of non-refundable fee as specified in the table above in the form of Pay Order/Demand Draft in favour of Gas Transmission Company Limited.
• The Bidding Document may also be sent via courier for an additional fee of Tk. 200 (Local delivery) or US$ 60.00 (Overseas delivery).

7.    Bids must be delivered:

• to the above address;
• on or before 11:00am on 1 November. Late Bid shall be rejected.

8.    Bids must be accompanied by a Bid Security mentioned above and must be submitted along with Technical proposal. Bids will be opened on 1 November 2009 at 11:15 hrs. If the Bids cannot be received and opened due to any unavoidable circumstances or holiday on scheduled date and time, Bids shall be received and opened at the same venue and time on the subsequent working day.

9.    The Employer will not be responsible for any cost or expenses incurred by bidders in connection with the preparation or delivery of bids.
