Invitation for Rebidding

1.    This Invitation for Bids follows the General Procurement Notice for this project that appeared in the "ADB Business Opportunities", Issue No GPN Loan No. 2188-BAN Gas Transmission and Development Project of 28 October 2005.

2.    The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) toward the cost of Gas Transmission and Development Project and it intends to apply part of the proceeds (Part C: Rajshahi Gas Distribution Network) of this loan to payments under the contract for which the Invitation for Bids is issued.

3.    The Pashchimanchal Gas Company Limited (A Company of Petrobangla) now invites 02 (two) sealed bids from eligible Bidders from the member countries of the ADB for the supply and delivery of the following materials for construction of 280 km (1"-8") Gas Distribution Network, Town Border Station (TBS) and District Regulating Station (DRS) at Rajshahi City.

Details and Specification are provided in the Biding documents. Bidder can participate in all or any of the Groups (Group A & Group F) of the goods.

4.    Delivery and services under the contracts shall be completed within above-mentioned days counting from 21 days after issuance of Commitment Letter by ADB.

5.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

6.    Interested eligible Bidders may obtain further information from Gas Distribution Network at Rajshahi City and its Adjoining Areas Project, Pashchimanchal Gas Company Limited, Zaman Complex, S. S Road, Sirajgonj, Bangladesh and inspect the Bidding Document at the address given below from 9.00 am to 5.00 pm.

7.    The Bidding Document, in the English language, may be purchased by interested Bidders on the submission of a written application to the addresses below and upon payment of a non refundable fee as indicated in the table above in the form of pay-order/demand draft in favor of Project Director, Gas Distribution Network at Rajshahi City and its Adjoining Areas Project, PGCL. No Bid document will be sold on the closing date of the Tender. The document will be sent by air-mail for overseas delivery and surface mail or courier for local delivery. An additional of US$100.00 will be paid by the bidder in addition to the price of the bidding document in case of overseas delivery. No liability will be accepted for loss or late delivery.

8.    Bid must be delivered to the address below on the date and time mentioned in the table above. All Bids must be accompanied by a Bid Security in either of the currencies indicated in the table above and must be delivered to Project Director, Gas Distribution Network at Rajshahi City and its Adjoining Areas Project, PGCL. Late bids shall be rejected. Bids will be opened immediately thereafter in the presence of the Bidder's representatives who choose to attend at the address below.

9.    The Pashchimanchal Gas Company Limited will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

10.    In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to Bidders.
