Invitation for Bids

1.    The People's Republic of Bangladesh has received loan from the Asian Development Bank (ADB) to meet up the cost of the Gas Transmission and Development Project and it is intended that a part of the proceeds of the loan will be utilized to eligible payment under the contract for which this Bidding Document has been issued.

2.    The Gas Transmission Company Limited (GTCL) (the Purchaser) now invites sealed bids from eligible bidders from member countries of ADB for the supply and delivery of Miscellaneous Fittings for the construction of 508mm (20") OD 165.00 km high pressure (1135 Psig) Natural Gas Transmission Pipeline from Bheramara to Khulna. Details & Specifications have been provided in the Bidding Document.

3.    Delivery and services under the contract shall be completed within 210 days counting from the date of issuance of Commitment Letter by ADB.

4.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all bidders from the eligible source countries of the Bank.

5.    Interested eligible bidders may obtain further information relating to the bid as well as inspection of the Bidding Document at the following address from 16 November 2008 during office hours on all working days:

6.    To purchase the Bidding Document in English, bidders should:

• submit a written application to the address above;
• pay a non-refundable fee of US$ 75 or Tk. 5,000 in the form of Pay Order/Demand Draft/Cashier Cheque in favour of Gas Transmission Company Limited. No Bidding Documents will be sold on the closing date of the tender.

7.    Bid must be delivered to:

• the address above
• on or before 11:30 hrs (BST) on 7 January 2009. Late Bid shall be rejected. If the Bid cannot be received and opened due to any unavoidable circumstances or unanticipated holiday(s) on the scheduled date and time, the same shall be done at the same venue and time on the subsequent working day.

8.    Bid must be accompanied by a Bid Security of Tk 1,190,000 or US$ 17,500.

9.    Bid will be opened immediately after the deadline in presence of Bidder/Bidder's representative(s) who choose to attend.

10.    The Purchaser will not be responsible for any cost or expense incurred by the Bidder in connection with the preparation or delivery of Bid.
