Invitation for Rebidding

1.    The original Invitation for Bids posted in the ADB Business Opportunities on 7 August 2007.

2.    The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of the Gas Transmission and Development Project and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Bidding Document is issued.

3.    The Gas Transmission Company Limited (GTCL) (the Purchaser) now invites sealed bids from eligible Bidders from member countries of ADB for the Procurement of Pipeline Fittings to construct 323.90mm OD 53.00 km length High Pressure (1,000 Psig) Natural Gas Transmission Pipeline from Bonpara to Rajshahi. Details and Specifications are provided in Bidding Document.

4.    Delivery and services under the contract shall be completed within 150 days counting from 30 days after issuance of Commitment Letter by ADB.

5.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible source countries.

6.    Interested eligible bidders may obtain further information and inspect the Bidding Document at the following address:

7.    To purchase the Bidding Document in English, bidders should:

• submit a written application to the address above;
• pay a non-refundable fee of US$70 or BDTk 5,000 in the form of Pay Order/Demand Draft in favour of Gas Transmission Company Limited from 14 July 2008 during working hours on all working days. No Bid Document will be sold on the closing date of Bid.
• the Bidding Document may be sent through a courier for an additional fee of BD Tk. 500.00 (local delivery) or US$ 30.00 (International delivery).

8.    Bid must be delivered:

• to the above mentioned address;
• on or before 11:30 Hrs. (BST) on 26 August 2008. Late Bids will be rejected.

9.    Bid must be accompanied by a bid security of US$ 5,000 or BD Tk. 350,000 as per Bid Security format of Section IV in the Bid Document and must be delivered to Project Director, Bonpara-Rajshahi Gas Transmission Pipeline Project, GTCL.

10.    Bids will be opened at 12:00 Hrs. (BST) on 26 August 2008 in the presence of Bidder/Bidder's representatives who choose to attend. If the Bid can not be received and opened due to any unavoidable circumstances or holiday on scheduled date and time, Bid shall be received and opened at the same venue and time on the subsequent working day.

11.    The Purchaser will not be responsible for any cost or expense incurred by Bidders in connection with the preparation or delivery of Bid.
