Invitation for Rebidding

1.    The People's Republic of Bangladesh has received loans from the Asian Development Bank (ADB) towards the cost of the Gas Transmission & Development Project and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Bidding Document is issued.

2.    The Gas Transmission Company Limited (GTCL) (the Purchaser) now invites sealed bids from eligible bidders from member countries of ADB for the supply and delivery of 508mm (20") OD WT 10.30mm/11.90mm API 5LX60(PSL-2), LSAW Anti-Corrosion Coated Line Pipes, and Concrete Weight Coated (CWC) Line Pipes, API 5LX60 ERW smaller dia. Station Pipes, API 5LGrade B 24" OD LSAW FBE Coated Casing Pipes for the Construction of 508mm (20") OD 165.00 km high pressure (1135 Psig) Natural Gas Transmission Pipeline from Bheramara to Khulna. Detail and specifications are provided in the Bidding Document.

3.    Delivery and services under the contract shall be completed within 180 days counting from the date 30 days after issuance of Commitment Letter by ADB.

4.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all Bidders from the eligible source countries of the Bank.

5.    Interested eligible bidders may obtain further information and inspect the Bidding Document at the following address during office hours only:

6.    To purchase the Bidding Document in English, bidders should:

• submit a written application to the above address;
• pay a non-refundable fee of US$ 145 or Tk. 10,000 in the form of Pay Order/Demand Draft in favour of Gas Transmission Company Limited. No Bid Document will be sold on the closing date of the tender.

7.    Bid must be delivered:

• to the abovementioned address;
• on or before 11:00 a.m. on 2 September 2008. Late Bid shall be rejected.

Bid will be opened in presence of Bidder/Bidder's representative(s) who intends to attend at the address indicated above on 2 September 2008, at 11:30 pm.

8.    Bids must be accompanied by a bid security of Taka 35,000,000 or US$ 500,000.

9.    The Purchaser will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bid.
