Invitation for Bids

1.      The People's Republic of Bangladesh has received loans from the Asian Development Bank (ADB) towards the cost of Gas Transmission and Development Project and it intends to apply part of the proceeds of the loans to payments under the contracts named above.

2.     The Gas Transmission Company Limited (GTCL) (herein after called Purchaser) now invites sealed bids from eligible bidders from member countries of the ADB for the supply and delivery of: 508mm (20") OD WT 10.30mm/11.90mm API 5LX60(PSL-2); LSAW Anti-Corrosion Coated Line Pipes, and Concrete Weight Coated (CWC) Line Pipes; API 5LX60 ERW smaller dia. Station Pipes; and API 5LGrade B 24" OD LSAW FBE Coated Casing Pipes; all for the Construction of 508mm (20") OD 165.00 km high pressure (1135 Psig) Natural Gas Transmission Pipeline from Bheramara to Khulna (Detail is given in the Bidding Document).

3.     Delivery and services under the contract shall be completed within 180 days counting from the date 30 days after issuance of Commitment Letter by ADB.

4.     International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope bidding procedure and is open to all bidders from eligible source countries.

5.     To obtain further information and inspect the Bidding Document, bidders should contact the address below from 16 September 2007 during office hours on all working days:

6.      To purchase the Bidding Document in English, eligible bidders should:

• write to the address above
• pay a nonrefundable fee of US$145 or Tk. 10,000 by pay order/demand draft payable to Gas Transmission Company Limited.

7.      Deliver your bid:

• to the address in Clause 5 above
• on or before 11:00 hours (BST), on 30 October 2007. Late bids will be rejected.
• together with a Bid Security of Bangladeshi Taka 35,000,000.00 or US$ 500,000.00

8.      Bids will be opened at 11:30 hours (BST) on 30 October 2007 in the presence of bidders' representatives who chose to attend at the address given in Clause 5 above.

9.      If the Bid cannot be received and opened due to any unavoidable circumstances or holiday(s) on the scheduled date and time, the same shall be opened at the same venue and time on the subsequent working day.

10.     The GTCL will not be responsible for costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
