1. The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) to help finance the cost of the Bangladesh Railway Sector Improvement Program - Reform Project. It is intended that part of the proceeds of this loan will be used to cover eligible payment under this contract for Procurement of Software with License along with its customization, support and implementation, commissioning and preparation of hardware and networking specifications for running the above mentioned software.
2. Project Director, Bangladesh Railway Reform Project, now invites sealed bids from eligible bidders for the Procurement of Enterprise Resource Planning (ERP) Software with License along with its customization, implementation, commissioning, support and preparation of hardware and networking specifications for running the above mentioned software to support the enterprise resource planning solution of Bangladesh Railway. The following software with lifelong licenses and services will be required from the bidders:
- Financial Accounting System Software with License
- Fixed Assets System Software with License
- Human Resource Management System (HRMS) Software with License
- Payroll System Software with License
- Procurement and Material Management System Software with License
- Project Management System Software with License
- Maintenance Management System Software with License
- Customization, Implementation, Commissioning & other related services
Total duration of the contract will be 4 years (Implementation period of 2 years + support period of 2 years).
3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all bidders from eligible source countries.
4. The required qualification criteria for the Original Equipment Manufacturer (OEM) are as follows:
- a. The proposed ERP must have been implemented in two different countries in two Railways with the following functions:
- Materials Management/Purchase management
- Financial Management
- HRMS
- Asset Management
- The proposed ERP must have been / being implemented with financial, HRMS and Materials/Inventory Management module.
- The minimum annual average turnover of USD 50 million from proposed ERP product.
5. The required qualification criteria for the Implementation partner are as follows:
- The Implementation Partner (IP) must have implementation experience on following modules;
- Financial Management
- Asset Management
- HRMS
- Materials Management / Inventory Management
- Project Management
- Maintenace Management
- The IP must have implemented the proposed ERP for at least 3 customers valued at 2.5 million USD for each contract in the last 3 years including ongoing projects.
- The bidder (in case of JV, one of the JV partners) should have SEI CMMi level 5 certification. Or
If the bidder is also the OEM (in case of JV if the JV consists of the OEM) then the OEM should have experience of implementing the proposed ERP product in at least 5 organizations in last three years (Period starting from August 2006) with at least 1000 user licenses in each organization.
- The bidder or any one of the partners (in case of JV) should have the highest category of partnership with the proposed ERP OEM and should also be authorized by OEM for this project.
- The net worth of the company should be positive during last 3 financial years and the minimum annual turnover of USD 6.0 million/year in last 3 years.
6. If the ERP Product OEM will be the Implementation partner itself, it should satisfy the eligibility criteria as stated in item - 4 & 5.
7. The evaluation will be based on the following process:
- The bid will be scrutinized with respect to the essential qualification requirements against ERP Product Vendor and Implementation partner as specified in (Section-III-B) of the bid document. Only those bids that meet all the eligibility requirements shall be considered for step II evaluation.
- The bid passing step I evaluation will be scrutinized to ensure that the same is substantially responsive to the requirements set out in the bid document; else the bid is liable to be rejected. In particular, the requirements stated below must be complied with and confirmed by the Bidder:
- Technical evaluation as described in Para-3.1 of Section-III-A.
- All technical and Functional requirements as described in Section-VI and evaluated by the method described in Para-3.2 of Section-III-A.
- Compliance to all terms and conditions.
- Demonstration of the ERP Product.
8. After evaluation of the technical and price bid, the substantial responsive bid with the lowest evaluated price will be deemed to be the best evaluated bid.
9. Interested eligible bidders may obtain further information from the Project Director, Bangladesh Railway Reform Project and inspect the Bidding Document at the address given below, during office hours from 10.00 to 17.00 hours Bangladesh Standard Time (BST), starting 16 August 2009.
10. To purchase the Bidding Document in English, bidders should personally or through an authorized representative:
- Visit the office of the Project Director at the address indicated below and pay a non-refundable fee of 14,000 or US$ 200 in the form of Pay Order/Demand Draft in favour of the FA & CAO (Project, Bangladesh Railway, Dhaka);
OR
- Request for delivery by sending a written application to the Project Director at the address indicated below. The application must include a pay order or demand draft in favour of FA & CAO (Project, Bangladesh Railway, Dhaka for the amount of Tk 14,500 (local delivery) or US$ 250 (overseas delivery). The document will be sent by courier. No liability will be accepted for loss or late delivery.
11. A Pre-bid meeting will be held on 25 August 2009 at 11:00 a.m. (BST) at the office of the Project Director/Reform project at the address below, to clarify issues and to answer questions on any matter arising out of the Bidding Documents. The Bidders are requested to submit any questions in writing so as to reach the Purchaser's following address not later than 24 August 2009.

12. Bids must be delivered:
- to the address above;
- on or before 12:30 (BST) on 30 September 2009. Late bids shall be rejected.
- all Bids must be accompanied by a Bid-Security of USD 1,50,000 or BDT equivalent.
13. Bids will be opened in the presence of the Bidders' representatives who choose to attend at the above address on 13:00 BST on 30 September 2009.
14. Project Director, Bangladesh Railway Reform Project will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
