Contract No. and Title :NWPGCL/T-1/2009: Engineering, Procurement, Construction and Commissioning of Khulna 150 MW Peaking Power Plant on Turnkey Basis

1.    The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Sustainable Power Sector Development Program and it is intended that part of the proceeds of this loan will be applied to eligible payments under the Contract for Khulna 150 MW Peaking Power Plant Project. Bidding is open to bidders from eligible source countries of ADB.

2.    North-West Power Generation Co. Ltd. (the Employer) an Enterprise of Bangladesh Power Development Board (BPDP) invites sealed bids from eligible bidders for the "Engineering, Procurement, Construction & Commissioning (EPC) of KHULNA 150 MW Peaking Power Plant Project (Main Plant), on turn-key basis".

3.    Proposals will only be considered from internationally reputed firms or Contractor, who are actually engaged in the works described herein:

  1. General Experience: Experience under contracts in the role of contractor, subcontractor, or management contractor for at least ten 10 years prior to the Bid submission deadline.
  2. Specific Experience:

Participation as contractor, management contractor, or subcontractor, in at least 2 contracts within the last 10 years, each with a value of at least USD58 Million that have been successfully or are substantially completed and that are similar or higher capacity to the proposed plant and services. The similarity shall be based on physical size, complexity, methods, technology or other characteristics as described in Volume 1 of 3, Section 6 (Employer's Requirements).

For the above, a minimum experience will be identified as follows:

Shall have experience of supply, erection, installation, testing and commissioning of Power Plants on Turnkey basis having capacity 135MW or higher during last ten (10) years. In support of his experience, the Bidder shall submit with his bid for all work quoted by him, detailed evidence that he himself and/or his associate have carried out the design, manufacture, supply, construction, erection, testing, commissioning and put into commercial operation of Power Plants having capacity 135MW or higher for this Project. Such power plants shall be in continuous commercial operation for minimum two (2) years.

The Bidder shall include at least two certificates from the end users on two years satisfactory performance of the plant (similar or higher capacity of the offered one) which was designed, supplied, constructed, tested & commissioned by the Bidder himself and/or his associate to establish the Bidder's minimum required experience to participate in the bid. These certificates shall mention the name of power plant, number, capacity and commissioning date of the power plant (make, model) supplied by the Bidder, issue date, name and address (telephone/ fax/ e-mail) of the end user duly signed in the official pad. These certificates must be notarized or have authentication from the Chamber of Commerce of the Bidder's country duly endorsed by the Bidder's Country's embassy is in Bangladesh.

4.    The Bidder himself and/or member(s) of JV, who is not a manufacturer shall also be eligible for bidding provided a letter of authorization from the concerned manufacturer is submitted with the bid certifying that the bidder has been authorized for this bid on behalf of the manufacturer.

5.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

6.    Bidders may obtain further information from, and inspect and acquire the Bidding Documents at the following address, starting 1 March 2009 until 29 June 2009 at 17:00 BST:

7.    To purchase the Bidding Document, bidders should:

  1. visit the office of the Project Director at the address above and pay a non-refundable fee of Tk.20,000 or US$300 in the form of pay Order or Demand Draft in favour of North-West Power Generation Company Limited;
    OR
  2. Request for delivery by sending a written application to the Project Director at the address indicated above. The application must include a pay Order or Demand Draft in favour of North-West Power Generation Company Limited for the amount of Tk. 21,000 (local delivery) or US$ 410 (overseas delivery). The document will be sent by courier. No liability will be accepted for loss or late delivery.

8.    The validity of the bid shall be 180 days and the bid security shall remain valid up to 208 day from the date of bid opening. All bids must be accompanied by a bid security of USD Dollar 1,200,000 in the form of Irrevocable and Unconditional Bank Guarantee as per Volume 1, Section 4, Form "Bid Security". The Bank Guarantee shall be issued by a Scheduled Bank in Bangladesh or by a reputable bank from an eligible country in favour of North-West Power Generation Company Limited.

9.    Bids must be delivered to:

  • on or before 12.05 PM (BST) on 30 June 2009. Late bids will be rejected.

Bids will be opened at 12.35 PM (BST) on 30 June 2009 at the office of the Company Secretary at the address indicated above.

10.    Employer reserves the right to accept or reject any bid or to annul the bidding process without mentioning any reason whatsoever.

11.    Employer will not be responsible for any costs or expenses incurred by Bidders In connection with preparation or delivery of bids. Bidders shall submit the Document by hand or by mail (courier).
