Contract No. and Title :PGCB/SPSDP/SS/2A: Design, Supply, Erection, Testing & Commissioning For Extension Of Existing Aminbazar 230KV Substation On Turnkey Basis Under ADB's Sustainable Power Sector Development Project
Deadline of Bids:11.00 am BST on 17 November 2009

1.    The People's Republic of Bangladesh has received a loan for the Sustainable Power Sector Development Project from the Asian Development Bank (ADB) and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract named above.

2.    The Power Grid Company of Bangladesh Ltd. (the Employer) now invites sealed bids from eligible bidders for the Design, Supply, Erection, Testing and Commissioning for Extension of Existing Aminbazar 230kV Substations on Turnkey basis as defined in the Bidding Document (the Works). The Works are as follows:

Equip two(2) nos. of 230kV spare bays at existing Aminbazar 230/132kV substation with switchgear, control, protection, DC Distribution, LVAC Distribution, fiber optic multiplexer, DFDR, RTU equipment and associated civil works.

Details of the scope of work are specified in the Bidding Document.

3.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

4.    Bidders shall meet, the following minimum requirements along with other requirements as mentioned in the Bidding Document:

  1. Bidders (partner in charge in case of Joint Venture) must have successfully completed on turnkey basis, at least three (3) comparable contracts (i.e. Design, supply, installation and commissioning for extension/new substations of minimum one bay of 220 kV or higher voltage substation in each contract) within the last ten (10) years as on the date of opening of technical proposals of which at least one installation shall be in successful operation for minimum of three years.

    Bidders must also have project management experience (experience of partner in charge in case of Joint Venture) to demonstrate their management capability in at least one turnkey project (contract amount should not be less than US$ 1.0 million) within the last ten (10) years as on the date of opening of technical proposals.

    Each Partner of the Joint Venture other than the partner in charge must have successfully completed at least one Contract of extension of minimum one 110kV or higher voltage substation as contractor or subcontractor within the last ten (10) years as on the date of opening of technical proposals.

  2. Bidders shall provide Audited Financial statements or other forms of Financial Statements such as Balance Sheets/Financial Statements certified by a registered accountant and supported by copies of tax returns for the last year as documentary evidence regarding Liquid Assets and Annual Turnover with their Bids. The minimum Liquid Assets & Annual Turnover for the Bidder's organization or Joint Venture shall not be less than the following:
    1. Liquid Assets: US$ 0.5 million for the last year
    2. Annual Turnover: US$ 2.0 million, average of last three (3) years

    The partner in charge in case of Joint Venture shall meet not less than 50% and each partner of the Joint Venture shall meet not less than 25% of the minimum criteria given above item (b)(i) & (ii).

5.    The Works under this turnkey contract shall be completed within 12 months from the date of Contract effective date.

7.    To purchase the Bidding Document, bidders should:

  1. Visit the office of PGCB at the address indicated above and pay a non-refundable fee of Tk.7,000 or US$ 100 in the form of Pay Order/ Demand Draft in favour of the Power Grid Company of Bangladesh Ltd;
    OR
  2. Request for delivery by sending a written application to the Company Secretary, PGCB at the above address. The application must include a pay order or demand draft in favour of the Power Grid Company of Bangladesh Ltd for the amount of Tk. 7,500 (local delivery) or US$ 150 (overseas delivery). The document will be sent by courier. No liability will be accepted for loss or late delivery.

8.    Bidders are to submit simultaneously two sealed envelopes, one containing the technical bid and another containing the price bid. Initially only the technical bids will be opened. The price bids will remain un-opened and will be kept in the custody of the Employer until the time of opening of the price bids.

9.    Bids must be delivered:

  • To the office of the Company Secretary at the address above;
  • On or before 11:00am Bangladesh Standard Time (BST) on 17 November 2009.

10.    All bids must be accompanied by a Bid Security of US$ 38,000 or an equivalent amount in a freely convertible currency. The bid security must be included with the technical bid.

11.    The technical bids will be opened immediately after the deadline at the above address in the presence of bidders' representatives who choose to attend.

12.    The price bids will be opened in the presence of the bidder's representatives who choose to attend at the time and date and at the address to be advised by the Employer after approval of the ADB of the evaluation of the technical bids.

13.    In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.

14.    PGCB will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids including costs and expenses related to visits to the sites of installation of the Works.
